The city had long -planned to convert this space for a water -centric park, as part of an 'axis and <br />armature' of green space connecting the center of the downtown to the rest of the community via green space, habitat and trail <br />corridors. This vision moved toward reality with the excavation of the sand, and the placement of a clay liner for the 7.4 acre <br />pond (26' to 30'+ deep) within the larger 16+ acre park. This clearing, grubbing, and soil removal with placement of clay liner <br />was an investment in excess of one million dollars - followed by $400,000 in park improvements consisting of trail, sidewalk, <br />outdoor furniture, trees, and dormant seeding of pollinator ground cover in the Fall of 2024. <br />While the new seed source was deliberate and specified for this site (BSWR Pollinator 38-631 and Wet Prairie 34-262), the <br />topsoil brought back in for the restoration is highly contaminated with agricultural weeds, Siberian Elm and Buckthorn seed, and <br />most concerning, Narrow -leafed and Hybrid Cattail seed and root material. <br />In order to meet this Conservation Partners Legacy Grant application goal to, 'Establish a biologically diverse, native plant <br />community benefitting the upland and aquatic environment' - a strategic plan and approach must be implemented to combat the <br />exotic non-native plants that would threaten to usurp the best intentions for the new native landscape at The Waterfront. This <br />integrated maintenance, inter -seeding and new plant establishment is detailed below, and shown in the attachment 'Contracted <br />workplan and budget'. <br />PROBLEM STATEMENT <br />Award of this CPL grant will result in maintenance work in a manner consistent with DNR's Pollinator Best Management <br />Practices and <br />(CPL Grant Application ID = 2599) <br />
