stream see great velocities causing concern for a trail in proximity to it. <br />Within Elmcrest Park trail users may move north or south to access the <br />St.Francis Boulevard Trail. For purposes of this trail description, Elmcrest <br />and the T.H. #47 are the eastern limits of this almost 4-mile long trail <br />Completed/proposed segments and funding <br />Some of thetrail's corridor is in the-public domain adjacent to <br />Elmcrest Park, and again west of Nowthen Boulevard; although these <br />segments are not yet paved and do consist of marginal soils. West of <br />Ramsey Boulevard however, over one-quarter mile of bituminous trail was <br />installed in 2006 as part of a trunk sanitary sewerline project; in order to <br />provide maintenance access to manholes. The above corridors vary from 75' <br />to well over 200' feet in width and were acquired at the time the respective <br />subdi""visions were platted. The `missing' segments in between may come <br />into- place through the further subdivision of land, or through negotiations <br />with landowners (the latter was attempted as part of the aforementioned <br />sewer project). <br />Funding the construction of the trail will most likely be a combination <br />of the City's Trail--Fees, and in the case of properties adjoining the proposed <br />routes, Park .Dedication maybe applied for land acquisition and <br />construction. A good example of this was the 2005 pedestrian tunnel under <br />St. Francis Boulevard (mentioned above) which was funded by the creation <br />of the Silver Oaks subdivision adjacent to it. <br />Opportunities and challenges <br />• Because the Elmcrest, to Central Park corridor is wide, largely absent of <br />.trees and without. significant grades, the ability to maintain a cross- <br />country ski. trail. in the corridor for additional winter recreation and <br />exercise exists. <br />• While the residential densities are not now great along this corridor, the <br />trail .should .remain a priority for acquisitions and development due to the <br />existing parking at the anchor parks =with Central having full- facilities <br />like restrooms and public buildings. These parks will serve as trailheads <br />for several trail routes connecting to this trail as well. <br />• Because this trail route will also parallel .the sanitary sewer trunkline in <br />areas, Sanitary Sewer Utility funds maybe used for some construction <br />activity due to .the maintenance functions of the trail. <br />42 <br />
