CASE#1 PARK DEDICATION FOR PINE PRAIRIE By: Leonard Linton, Civil Engineer II Background: This project was reviewed at the June 8, 2006 meeting under the name GAD'S Prairie. The project did not go forward and has been sold to Tri-Cor Development, LLC. The project has been renamed Pine Prairie and they are proposing 9 units instead of 7 units. The site is 1.7 acres and zoned R-2 Medium Density. They are proposing a public street with a temporary cul-de-sac that can be converted to a through street. The development is in the Sunfish Lake Recreation District. Observation: The previous project proposed 71ots. The commission action was to accept park and trail dedication in cash along with constructing the trail parallel to Nowthen Boulevard. This project is proposing 9 lots. The plans show a 24 foot wide public street with a reduced width right of way. The plans are showing a trail along Nowthen Boulevard. The trail will address the policy requirement for a sidewalk through all townhouse developments, the trail generally parallels the proposed public street and the reduced right-of--way does not provide room for a sidewalk. The trail must be constructed outside the county right-of--way and must connect to the existing trail on the south east corner of the site. The trail will terminate at the north edge of the project. Generally trails must be extended to the nearest street; however, in this case the properties between this site and the nearest street could be developed in the near future and it is preferable that the trail extension be constructed outside the county right-of--way. The planning commission submittal is attached with additional information. The project was reviewed by the Planning Commission at the February 1 meeting. They recommended denial of the preliminary plat. The project will be forwarded to the City Council for recommendation. Staff Recommendation: Staff recommends park.dedication for Pine Prairie in cash $22,275 (91ots @ $2.,475).,Trail- fees will be paid in cash in the amount of $5,400 (9 lots @ $600.00). The trail segement for the project must be constructed outside of the County right-of--way..
