CITY COUNCIL SPECIAL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a City Council Special Work Session on Tuesday, March 17, <br />2026, at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: <br />Mayor Ryan Heineman <br />Councilmember Kirsten Buscher <br />Councilmember Michael Olson <br />Councilmember Eric Peters <br />Councilmember Dan Specht <br />Councilmember Shanna Stewart <br />Members Absent: Councilmember Chris Riley <br />Also Present: City Administrative Brian Hagen <br />City Clerk Katie Schmidt <br />1. CALL TO ORDER <br />Mayor Heineman called the City Council Special Work Session to order at 5:35 p.m. <br />2. TOPICS FOR DISCUSSION <br />2.01: City Board and Commission Interviews <br />City Clerk Schmidt reviewed the process for the annual boards and commission interviews. <br />The Council interviewed eight new applicants and conducted feedback sessions with three <br />commissioners requesting reappointment. <br />The consensus of the Council was to reappoint incumbents: Randy Bauer to the Planning <br />Commission for a four-year term, Shane Bennett to the Park and Recreation Commission for a <br />four-year term and Melissa Fetterley to the EPB for a four-year term. <br />The Council agreed to appoint Cheryal Hills (six -year term) to the Economic Development <br />Authority. There was also consensus to appoint Daniel Payne (four-year term) to the EPB, Bradley <br />Cochrane (four-year term), Layee Sanoe (two-year term), and Michael Allshouse (one-year term) <br />to the Planning Commission, and to appoint Laura Moore (one-year term) to the Park and <br />Recreation Commission. <br />3.
