~ QCTV Updates
. Work plan items that were not initiated or completed in 2006:
o Marketing / Communication
~ Business Connection Newsletter
~ Hold EDA meetings at local businesses
~ Initiate additional publications or events
~ Utilize Ramsey Resident
Member Kiefer suggested including an informational piece about EDA
accomplishments in the Ramsey Resident. Economic Development
Coordinator Sullivan indicated this type of piece could be included at the
end of the year and list the EDA members. Consensus of the EDA was
that the article include a summary of the EDA accomplishments and list
the new businesses in the City.
o Development Incentives / Land Purchases
~ Creation of another Business Park
~ Utilize Revolving Loan Fund
o Education / Potential Partnerships
~ Department of Employment and Economic Development (DEED)
~ Chambers of Commerce
~ Local Banks
~ Ramsey Rotary
~ Ramsey Lions Club
· 2007 Work Plan Discussion
o TIF Incentives/Land Purchases/CDBG
~ Tin Pan Alley
~ Industrial/Business Park Properties
~ Continue acquisition of blighted properties
Acting Chair Steffen asked if there are specific properties in mind for
acquisition. Economic Development Coordinator Sullivan replied with
the changes in eminent domain all acquisitions will likely be willing
sellers. The area of focus for acquisition has been in the Critical Blight
Redevelopment Area. Member Strommen suggested consideration of
incentives to offer landowners that might be willing to sell and relocate.
Member Kiefer suggested exploring creative options with landowners and
showing them the revenue that could be made by building a new building
and renting part of it out. Mr. Sullivan replied he has had that conversation
with most of the business owners already, and they know that is an option.
He explained owners of metal buildings are paying such low taxes that
building a new building would not be a revenue producer for them.
~ Additional Funding Sources
~ Acquisition of additional industrial land
Member Kiefer inquired about the status of property acquisitions on the
north side of Highway 10. Economic Development Coordinator Sullivan
replied the purchases have been financed through Ralf Funds, and have
been being acquired at a steady rate.

o Signs
~ Redevelopment Signs (continue to use and update)

Economic Development Authority/November 30, 2006
Page 3 of7
