<br />Consensus of the Council was confirmation of the above direction, that the City should <br />participate in, but not lead the marketing discussion for Ramsey Town Center, and that the <br />Economic Development Coordinator to act as a liaison with the group. <br /> <br />2) Highway #10 Code Enforcement <br /> <br />Ass't Community Development Dir/HRA Executive Dir. Frolik reviewed that in December staff <br />brought forward a case regarding the results of the inspection series conducted last summer/fall <br />of Highway 10 performance standards. At that time, Council directed staff to forward the case to <br />a future work session for further discussion. Ms. Frolik indicated staff visited every site once per <br />month. Copies of the inspection reports were left; there were torn up inspection reports and <br />orders to leave the property. However, there were more success stories than failures during the <br />course of these inspections. Staff encountered a number of businesses that are either in full <br />compliance or are making an effort to bring their property into compliance. There are still <br />unresolved issues, primarily concerning a lack of required surfacing, illegal outdoor storage, <br />and/or possible salvage operations. <br /> <br />Ms. Frolik stated Council has already approved some 2007 licenses. However, staff has <br />withheld issuing licenses to businesses that still have outstanding code violations. The intent <br />was to hold those licenses until such time when staff and Council could reconvene to discuss <br />how to proceed. In staff s opinion, there are two possible options to consider: <br />1. Enforce the current regulations and work with individual property owners to achieve <br />compliance within a reasonable timeframe. <br />2. Amend City Code to include only those standards the City intends to enforce. <br /> <br />Mayor Gamec stated there has been a lot of improvement along Highway 10, and many <br />properties have been cleaned up through attrition. There is a lot that could be done with <br />organization and drainage. There are some areas where there is ponding and mud holes, which is <br />a reflection on the City and the businesses in that area. The real question is the curb, gutter and <br />blacktop, but there should not be debris and junk piled up. One issue is appearance and the other <br />is the ordinance and the details, which all needs to be handled fairly. <br /> <br />Councilmember Dehen stated there needs to be uniformity of enforcement. The City needs to act <br />quickly and decisively, and Council needs to provide staff tools to deal with people who do not <br />clean up their property. Cleaning up these properties will benefit everyone from an aesthetic <br />view. In addition, when the properties are paved there will not be dirt and debris dragged onto <br />Highway 10. Council will be discussing whether to implement a program that requires the <br />driveways of all residences that abut a City street to be paved for public safety. To change the <br />fa9ade of Ramsey to be an aesthetically pleasing place to live they need to revamp their process <br />and what they are trying to accomplish and make that clear to everyone so they are all playing <br />under the same rules, whether that is residents or the corridor along Highway 10. Everyone <br />should be complying with the same rules; residences and businesses. He understands some of <br />the business owners may not want to pave, which is understandable, but as a City they will be <br />moving forward in that direction to require that. <br /> <br />Councilmember Elvig asked if class 5 is considered an improved surface. <br /> <br />City Council Work Session / January 23, 2007 <br />Page 2 of8 <br />
