<br />Councilmember Olson stated the Ramsey Foundation will be coming before the Council next <br />week, and they will find it is clean as a whistle. She stated the council members were aware all <br />along at some level that different things were happening on behalf of the City by HSP <br />Associates. She does not know where they thought the money was coming from if people were <br />doing work on the City's behalf and they only funded $5,000. <br /> <br />Councilmember Strommen stated when the Council approved the $4,500 for travel to China her <br />husband was traveling for work and she knew it was not feasible to have three people travel for <br />the price of $4,500. There was significant discussion about whether the travel could be done for <br />this amount and Mr. Hegg said it was absolutely possible. It did not make common sense and <br />she voted against it. <br /> <br />Councilmember Olson stated there were other things done by HSP Associates for the City in <br />addition to the travel. <br /> <br />Councilmember Strommen stated she was not aware of other things done by HSP Associates <br />until the City received this bill with the other travel arrangements. The City has also been billed <br />for the Ramsey Business Plan, which they have yet to see. <br /> <br />Councilmember Olson agreed the documentation is needed. <br /> <br />Councilmember Jeffrey stated the record should reflect that he had no clue of the things being <br />done by Mr. Hegg for the $5,000 consulting contract. <br /> <br />Councilmember Elvig stated he had looked at going to China and paying for himself, and <br />determined it did not make sense for him to take his personal time to go. He had asked Mr. Hegg <br />specifically how he would get paid on this deal. Mr. Hegg told him the people in China are <br />generous and get you involved with business. When he asked Mr. Hegg if he invests in their <br />property he replied not to do that, but they will make you partners and get you involved. <br />Councilmember Elvig stated he found out subsequent to this trip that others attended and other <br />businesses were being dealt with, and that Mr. Hegg invested in property, which was part of the <br />reason for his trip. This was totally contradictory from what he was told and the whole premise <br />of why Ramsey was going on the trip. <br /> <br />Consensus of the Council was that is that the motion of September 11, 2006 stands. <br /> <br />MAYOR, COUNCIL AND STAFF INPUT <br /> <br />None <br /> <br />ADJOURNMENT <br /> <br />The Work Session of the City Council was adjourned at 6:57 p.m. <br /> <br />City Council Work Session / January 23,2007 <br />Page 7 of8 <br />
