<br />Consensus of the Council was to direct staff to amend the feasibility study to include this right- <br />of way purchase to be assessed back as a project cost, rather than a City cost. <br /> <br />Sanitary Sewer: All sanitary sewer cost will be assessed to the project. No utility trunk cost <br />will be expended. <br /> <br />Public Works Director Olson questioned if these property owners will receive a trunk benefit for <br />the extra depth from the trunk line through the project. He noted they will pay trunk fees, so <br />they should be credited for the additional amount they pay because the line is at an extra depth. <br /> <br />Mr. Femrite indicated Dave Martini (Bolton & Menk) eluded to the fact that the Comprehensive <br />Sanitary Sewer Plan shows the trunk line connecting to the existing sanitary sewer about mid <br />block and continuing south as being the main deep line. It does not necessarily spur on 157th; it <br />would need to be stubbed to continue to the south for a future connection. <br /> <br />Public Works Director Olson stated he would suggest that spur be utilized. <br /> <br />Watermain: The watermain on 157th Lane will be assessed as a project cost. There is a <br />significant amount of trunk watermain that would need to be installed which would be financed <br />by the utility. Two options have been identified: <br /> <br />(a) Option A Cost of$1,771,000 <br />· Would provide a second water source for all lots on 15ih Lane <br />· Expense is a part of the identified future trunk water system <br /> <br />(b) Option B Cost of $965,000 <br />· Would not provide a second water source to lots on 15ih Lane, but would eliminate <br />one mile dead end. <br />· Connection is dependent on the development of Sweet Bay Ridge <br /> <br />City Engineer Jankowski advised both the line along Ramsey Boulevard and the portion along <br />Sunfish Lake and Nowthen Boulevards are designed consistent with the current trunk system. <br />Sooner or later those lines will be needed in the size and location shown. The portion of the <br />trunk line that runs through the neighborhood is as a minimum size and may need to be <br />unexcavated when the sewer and water main goes to that area. To some extent a portion of <br />Option A is somewhat of a throwaway. Also the stub that goes from Ramsey Boulevard to <br />Sweet Bay Ridge goes through a wetland. it would not provide any future development to <br />property developing along it, but would continue to provide another avenue of water to increase <br />the reliability of the system. <br /> <br />Councilmember Elvig verified they will be stubbing off the end of the loop on Nowthen <br />Boulevard. He pointed out that part of the benefit of Sweet Bay Ridge is that it will create <br />another leg to another loop. He requested clarification that Option A would be temporary and <br />would be dug up in the future for sewer and water.
