<br />City Engineer Jankowski indicated the City would collect one trunk charge from every lot of <br />record. The City would incur the expense upfront and would collect trunk fees as the lots are <br />subdivided. <br /> <br />Councilmember Strommen stressed that the City needs to think about the message they are <br />sending and be certain that they are not making unintentional land use decisions resulting in <br />property owners needing to develop intensely in order to recoup the costs involved with hooking <br />up to services. <br /> <br />Councilmember Olson concurred. She pointed out these property owners are not developers. <br />They are interested in making some profit on their land, but may not understand all of the <br />ramifications. <br /> <br />Councilmember Elvig noted this consideration relates to a policy decision on how feasible hook <br />up is and whether the City shares in the cost to make sewer and water more affordable. <br /> <br />Mayor Gamec expressed concern regarding the possibility of water and sewer rates being raised <br />to cover the cost involved with the City's participation. <br /> <br />Councilmember Olson inquired whether there would be economies of scale if the area to the <br />south were tied into this project. <br /> <br />Public Works Director Olson replied more trunk charges would be generated, which would help <br />the City portion of the cost, not necessarily the residential portion. <br /> <br />Councilmember Elvig suggested language be included in the feasibility report to inform the <br />property owners what the area is zoned and that they should know their options prior to signing <br />up for services. <br /> <br />Public Works Director Olson suggested staff further refine the feasibility study with an analysis <br />of possible subdivision based on development of single family urban lots. <br /> <br />City Engineer Jankowski indicated if staff were directed to ghost plat this area the analysis <br />would show the assessment on a per lot basis. <br /> <br />Consensus of the Council was to direct staff to refine the feasibility study for the 157th Lane <br />sewer and water extension, with ghost platting of the area to determine assessments on a per- <br />developable lot basis. <br /> <br />Public Works Director Olson advised his recommendation for the watermain would be Option B, <br />given the development to the north and west. By ghost platting the subdivision there would also <br />be a better idea of where the service stubs would be needed. There will be 50 homes on a dead <br />end, but over the course of time there will be the opportunity to connect. <br /> <br />Councilmember Elvig indicated there are residents on Azurite that are interested in sewer and <br />water.
