<br />Public Works Director Olson explained other communities do not have a Charter amendment <br />that states property owners are not required to hook up to municipal services. When another <br />community extends sewer and water past someone's property, regardless of whether they asked <br />for it, the community will assess it and require the property owners to pay for the services <br />regardless of whether they have a functioning sewer or well. This community has thought <br />strongly of not pushing sewer and water down peoples' throats and there is a Charter amendment <br />not to force that. <br /> <br />Councilmember Look inquired about the benefit to the City of the extension of municipal <br />servIces. <br /> <br />Public Works Director Olson replied there is a benefit of increased fire protection. <br /> <br />Mayor Gamec stated there is also a benefit to the homeowner with insurance costs. <br /> <br />Public Works Director Olson indicated the feasibility reports will be revised as directed and <br />included on the agenda of a future work session. <br /> <br />lA) Staff Announcements <br /> <br />Interim City Administrator Nelson announced the following: <br />· Council has been provided with the 2007 Community Events List <br />· January 19th and 20th: City Leadership Workshop <br />· January 18th: Quad Cities Cable Communications Commission meeting will be held at <br />the Ramsey Municipal Center in the Council Chambers. The meeting will include a <br />presentation on the Decision Resources subscriber survey and a legislative update. <br />· Scheduling issue in regards to executive search firm interviews: All of the firms are <br />available for interviews on February 6th, and three are available on January 30th. If <br />Council is inclined, the interviews will be scheduled for February 6th and the February 6th <br />worksession will be rescheduled to January 30th. Consensus of the Council was to direct <br />staff to reschedule the February 6th work session to January 30th at 5:30 p.m. and to <br />schedule the executive search firm interviews for February 6th beginning at 4:00 p. m. <br /> <br />2) Armstrong Boulevard Reconstruction <br /> <br />Public Works Director Olson reviewed that the Ramsey Town Center (RTC) AUAR identified <br />area roadways that would need to be upgraded to handle the traffic from this project. Armstrong <br />Boulevard was one of the roadways slated for upgrading. The contract for design services was <br />approved in 2005 and the consultant has been working on the plans for this project. Construction <br />is scheduled for the summer of 2007. <br /> <br />Public Works Director Olson reviewed that the initial work to create the Ramsey Crossings <br />project commenced after the Armstrong Boulevard design contract was issued. The Ramsey <br />Crossings EA W traffic study recommended additional modifications to Armstrong Boulevard to <br />handle the increased traffic. Mr. Olson stated the City has received verbal comments from the <br />County and the State regarding the Armstrong Boulevard/Sunwood Drive intersection that could <br /> <br />City Council Work Session / January 16,2007 <br />Page 7 of 10 <br />
