<br />The department facilitated a Level 3 sex offender meeting in May. The meeting was <br />attended by approximately 400 residents. <br /> <br />Investigators handled some noteworthy cases in 2006. Several guns that had been <br />reported stolen throughout the metro area were'recovered at Ralph's Pawn Shop. A <br />search warrant was issued and investigators found numerous other stolen items at the <br />suspect's residence in Coon Rapids. Additionally, after a lengthy investigation of a <br />burglary at the Dollar Store and Great Clips, a Columbia Heights resident was arrested. <br />DNA evidence linked the suspect to the scene. <br /> <br />Investigator Duane Stem attended an advanced arson investigator course in 2005 and <br />used that training to investigate seven arson cases as a member of the Anoka County Fire <br />Investigative Team. . He now serves as a duty officer for the team and is on call every <br />other month. Through the enforcement efforts of the patrol officers and follow-up by our <br />department's investigators, 33 vehicles were seized for alcohol and drug violations and <br />are being processed for administrative forfeitures. <br /> <br />Officers also provided a police presence at several functions throughout the city in 2005, <br />including school dances, a basketball tournament at Lord of Life Church, the annual <br />Lions Community Picnic, Happy Days, and Grandparents Day at Ramsey Elementary <br />School, as well as the elementary school's Track and Field Day. Officers also provided <br />76 overtime hours of added security at the Game Fair, located at Armstrong Kennels. <br />This was up from 48 hours in 2005. <br /> <br />During the 2006 Happy Days celebration, public safety personnelleamed of severe <br />weather that was quickly approaching the area. The celebration was shut down and the <br />area was cleared prior to the bad weather arriving in Ramsey. <br /> <br />Officers also responded to four fatal automobile accidents in 2006, this number is just <br />slightly under the yearly average for Ramsey over the past 10 years. <br /> <br />Our Crime Prevention Specialist has .continued work on a number of projects including <br />creating a new face and materials for our Crime Watch program. The goal was to <br />develop a plan to improve the overall program, making it more user-friendly and <br />appealing to all residents, not just those who have been victimized. In order to do that we <br />had to virtually rebuild the program, re-engage our current participants and create an <br />interest in the community by proving the benefits are worth the minimal time it takes to <br />get a group going. <br /> <br />This was a large focus throughout the year as a project for our National Night Out (NNO) <br />submission for national competition in 2006. Our NNO registered events increased 72% <br />with over 3,500 participants including support from 55 different local businesses. We <br />had a 17% increase in crime watch groups, some of which were a direct result from <br />NNO. Consequently, for the seventh year in a row, Ramsey was chosen as a national <br />award winner in our population category and we were invited to attend a recognition <br />luncheon sponsored by the MN NNO Committee. <br /> <br />Our annual bike helmet clinic (sponsored by Safe Kids Anoka County (SKAC)) in April <br /> <br />2006 Annual Report <br />-14- <br />
