<br />TIF District 9. This housing district has not had any additional development in 2006. <br />This district was created to help finance the ACCAP housing development along <br />Sunwood Drive. This district is financially sound' and will be decertified no later than <br />December 2029. It could be decertified earlier if all outstanding obligations ate met <br />sooner. <br /> <br />'IIF District 10. This economic development district had significant growth in 2006. <br />Wildl~fe Research and Harber Industries completed the project in 2006 and both <br />businesses are doing well. The City has entered into a development agreement with <br />Minnesota Waterjet and the 20,000 S.F. project should be constructed in 2007. The City <br />also completed a soil correction on Lot 2, Block 1, Sunfish Lake Business Park 2nd <br />Addition to ready the site for Development in 2007. . This district only has 3 lots left for <br />development. The TIF District is financially sound and will be decertified no later than <br />December 2011. <br /> <br />CIP. Each year the City Council approves a Capital Improvement Program. This <br />document projects the priority and construction schedule for the completion of public <br />improvements over the next five years. Most of these improvements are funded through <br />dedicated funds that are set aside specifically for the noted project. A few projects will <br />require general tax levy in order to realized completion. It is this document that gives the <br />community 1he best picture of projected new roads, utilities, and parks over the next <br />several years. <br /> <br />The 2007-2011 Capital Improvement Program (CIP) is proposed to be adopted at the <br />regular City Council meeting of January 9, 2007. <br /> <br />ADMINISTRATION <br /> <br />Human Resources. In 2006, Human Resources completed recruitment processes for the <br />following positions: part-time building maintenance worker, streets maintenance worker, <br />parks maintenance worker and patrol officer. As a result of the pending retirement-of a <br />patrol sergeant, internal recruitment processes were conducted for the sergeant position, a <br />patrol officer position (as a result of a patrol officer being promoted to sergeant), and a <br />community service officer (as a result of a community service officer being promoted to <br />patrol officer). In addition, the fire secretary position was reclassified from part-time to <br />full-time, the zoning/recycling coordinator position was reclassified to environmental <br />coordinator (as a result of the retirement of the environmental specialist) and the senior <br />building maintenance worker position was reclassified to building maintenance <br />supervisor. <br /> <br />The greatest impact to staffing in 2006 was the resignation of the City Administrator Jim <br />Norman after nine years of service to the City of Ramsey. Mr. Norman's resignation <br />took effect on December 31, 2006. Assistant City Administrator Heidi Nelson was <br />appointed Interim City Administrator and, at the direction of the City Council, an RFP <br />was issued to solicit the assistance of an executive search firm in hiring a new city <br />administrator. Four executive search firms will be interviewed by the City Council in the <br />coming weeks. <br /> <br />2006 Annual Report <br />-3- <br />
