<br />Commissioner Cleveland expressed concern with the setback being so close to an R -1 area. She <br />questioned what the maximum distance is that the base ofthe tower will take up. <br /> <br />Mr. Edwards indicated the base of the tower will be a 6 foot diameter and will taper up to about 1 <br />Yz feet at the top. <br /> <br />Commissioner Levine indicated he is comfortable with the safety aspects of the tower location. <br /> <br />Motion by Commissioner Levine, seconded by Chairperson Nixt, to recommend that City <br />Council adopt Findings of Fact favorable to a request from T-Mobile to construct a <br />telecommunications tower on the fire station property. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Levine, Cleveland, Hunt, and <br />Trites Rolle. Voting No: Commissioner Van Scoy. Absent: Commissioner Brauer. <br /> <br />Motion by Commissioner Levine, seconded by Chairperson Nixt, to recommend that the City <br />Council approve the request for a conditional use permit, based on Findings of Fact and adopt a <br />resolution declaring terms of same, contingent upon the applicant submitting an acceptable <br />landscaping plan, the shifting of the tower compound to the north and west, within the <br />permissible setbacks; and contingent upon a rezoning of the property to Public-Quasi Public. <br /> <br />Chairperson Nixt made a friendly amendment to recommend that the City Council consider what <br />other personal utilization they might find appropriate for the tower and to work with the applicant <br />to make arrangements to accommodate that use. <br /> <br />Motion carried. Absent: Commissioner Brauer. <br /> <br />Case #3: <br /> <br />Request for Sketch Plan Review of CBR Development; Case of CBR <br />Development <br /> <br />Associate Planner Daines stated Tom Rollings submitted a sketch plan application to develop 10 <br />townhome units on an approximately 1.9 acre parcel located generally on the east side of <br />Nowthen Boulevard, north of Sunwood Drive. The property is currently zoned R-l Residential <br />and is guided low density residential by the Comprehensive Plan. In order for the development <br />to proceed, a rezoning to medium density housing will be required, as well as a comprehensive <br />plan amendment to Medium Density Residential. <br /> <br />Associate Planner Daines advised access is problematic on the site. Nowthen Boulevard (CSAH <br />5) is a County Road. It is anticipated that the Highway Department will not grant access for the <br />additional lots requested because the spacing guidelines from the intersection of Sunwood Drive <br />are not met. The development proposes to construct a public cul-de-sac with a private street <br />extending from the public "spine." Any streets, public or private, must have a turnaround <br />provision. The proposed townhomes would require density transitioning measures on the <br />portions of property abutting existing single-family homes. It does not appear that there is <br />sufficient space to accommodate the transitioning requirements on this property. <br /> <br />Planning Commission/January 4, 2007 <br />Page 8 of 35 <br />
