CASE # 5 <br />CONSIDER ADOPTION OF AMENDMENTS TO SECTION 9.20.28 <br />(B -3 BUSINESS DISTRICT) OF CITY CODE; <br />CASE OF CITY OF RAMSEY <br />By: Amy. Geisler, AICP, Associate Planner <br />Background: <br />The City created the B -3 Business Zoning District in 2006, in anticipation of the Ramsey <br />Crossings redevelopment project, located west of Armstrong Blvd and north of Highway 10. <br />The following items are enclosed for your information: <br />a) Map of proposed B -3 Business District <br />b) Draft City Council meeting minutes dated January 23, 2007 <br />c) Proposed B -3 Business District ordinance <br />Notification: <br />The Planning Commission held a public hearing at their January 4, 2007 meeting. <br />• Funding Source: <br />No funding required. <br />Observations: <br />The B -3 District follows the review process outlined in the Planned Unit Development (PUD) <br />District. The City will approve a Master Plan for the entire site according to the performance <br />standards listed in the B -3 District. Once approved, if plans come forward that do not substantially <br />conform to the approved Master Plan, a revised Master Plan will be required for the overall site. <br />Since the B -3 District was established, staff has made note of several deficiencies in the code that <br />need to be remedied. The changes Staff is proposing would clarify that proposed developments <br />Would need to follow the entire PUD review process, including a preliminary and final site plan. <br />Staff is also recommending a change to Subd. 6 b -3: Building Orientation, to explicitly allow more <br />than one building per lot. This type of development was anticipated when the B -3 District was <br />originally drafted, but Staff feels it is important to state this explicitly within the B -3 District to <br />avoid conflicts with other sections of City Code. <br />Staff would also note that no parcels have been rezoned to B -3 Business to date; this action is <br />expected to coincide with preliminary plat review of Ramsey Crossings. <br />—159— <br />
