Update process, it is expected that the land use designation -and associated zoning requirements
• for the Rural Developing Area will be revisited.
Associate Planner Geisler advised at the November 21, 2006 work session, the City Council
directed staff to prepare a Comprehensive Plan Amendment and Zoning Amendment that would
change the density and lot requirements in the Rural Developing Area from 1 unit per 2.5 acres
to 1_unit per 10 acres. Both draft amendments were brought before the Planning Commission at
their January 4, 2007 meeting, and a public hearing was held. There was general consensus
among the Planning Commissioners and those who spoke_ the p blic hearing that the cluster
standards should be removed from City Code. There was :' e.. :': upport for going back to
the 2.5 -acre lot standards that were in place before Aclus " e was adopted, rather than
e 1 lace in the Rural
in
going to 10 -acre standards (4- in -40), similar tAF
p Preserve and Central Rural Reserve. Ms. Geisl Ed th P nlssion ecominended
that the City Council deny the proposed Compr
e d m
ap , Chapter 9
to eliminate the cluster. development option an
-acre lots u the Rm eveloping
nx-
Area. They - further recommended that the City ider enhane th performance
standards for re- subdivision plans, should the 2.5 a marls go forward. Staff included
some possible standards within the 2.5 -acre option mc nded x `
r se.
Ms. Gensler advised staff continues to -thh -_ is some mere changing to 4 -in -40
standards for the Rural Developing Are i mprehensi've Plan Update process is
complete. However, as noted, there wifican h.6 e public hearing for reverting to
2.5 -acre lot standards, and this was eco tate ly made by the Planning
• ml to move forward with the 10-
Commission. Ms. Geisler advised if tli y i is
acre lot standards (4- in -40), a ehensive P Amen ant is required and is include with
this case. If the City Coune, nclined e 2.5 -acre lot standard s,
Comprehensive Plan Amen n . is not reg
e proposed amendment should be
denied.
Mayor
"the new C`6
work sessions
ber Olson stated
to th in effect, th
601 a
acre lot sib
mall kinds of different input in regards to the lot size
. d found that didn't work well, and the Council
e up with a decision. The moratorium and the
Pllaan 5 W
W give them a chance to look at this. There will be
.gs, and this will be discussed with the citizens.
it has beat around this bush every which way. If they go
would extend the moratorium. She agrees with the 2 1 /2
Councilmembernuted she was originally in favor of the 1 in 10, and she understands
;.;:: .
what staff is saying ierits of providing time for the Comprehensive Plan. But in listening
.:,
to the Planning Commies non and hearing the recommendation of the Planning Commission, she
believes going back to the 2 - /z acre lot is probably the right thing to do in the public process.
The City wants to set the tone for public isupp put with th2n acres e e i as de and ends th
e ns
wrong the after all they have heard m
4 in 40. She favors 2 - acre lot size with standards and looking at the re- subdivision plans.
City Council / January 23, 2007
—173—
