• Allows for the abandonment of the River Pines sanitary sewer lift station through a more <br />economic method of construction. Currently the 2007 CIP anticipates the abandonment of <br />this line at a cost of $75,000. This cost. includes boring and jackirig of the sanitary sewer <br />pipe along the 10 foot drainage and utility easement available along the common property <br />line with the property to the east. The abandonment cost is estimated to be $26,000 if the <br />subject lot were available for open trench sewer pipe installation. <br />• Allows for the looping of watermain through this right of way to provide another water source <br />To the River Pines subdivision. <br />Possible funding sources to facilitate this proposal could be as follows: <br />Source Amount <br />Sewer Trunk Fund $ 49,000 <br />Water Trunk Fund $ 5,000 <br />PIR Fund $ 125,000 to $265,000 <br />Consensus of the Committee was to direct staff to determine whether City Attorney Goodrich has <br />the ability to act on behalf of the City as a realtor /broker, to refine the numbers included in the <br />cost estimates, to proceed with the traffic analysis, and to present the information to Council for <br />direction as quickly as possible. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />Case #3 Request for Quit Claim of Remnant Parcel of City Property <br />Background: <br />On December 21, 2006 the City received a letter from Mr. James Provinzino the owner of the <br />property at 6304 Highway 10 requesting that the City quit claim to him a 2,022 square foot <br />parcel which is located between his property and Riverdale Drive. Staff explained when <br />Riverdale Drive was constructed in 1989 the land acquired by the City created a number of small <br />remnant parcels of land on the north side of the 80 foot wide right -of -way. Sanitary sewer and <br />water utilities are located in Riverdale Drive. Mr. Provinzino's letter refers to parcel 2A which is <br />1,815 square feet. This parcel was quit claimed to Blue Line Collision so that Blue Line <br />Collision would have legal access to the municipal utilities as well as ingress and egress to <br />Riverdale Drive. Mr. Provinzino is requesting that Parcel lA which is 2,022 square feet be <br />similarly quit claim to him for the same reasons. Parcel..B1_was quit claimed to Mr. Rick <br />Haugland (Blue Line Collision) on June 6, 2001 with the City retaining drainage and utility <br />easements over the parcel. The costs of preparing the quit claim deed and associated fees were to <br />be paid by the grantee. <br />Motion to recommend to City Council that staff be directed to prepare the documentation to quit <br />claim Parcel lA to Mr. Provinzino free of charge, which retains drainage and utility and trail <br />easements in favor of the City over the subject parcel, contingent on Mr. Provinzino's acceptance <br />• <br />• <br />-242- <br />
