: CASE #' <br />CONSIDER PURCHASE OF LOT IN RIVER PINES ADDITION TO FACILITATE <br />STREET CONNECTION AND,LIFT STATION ABANDONMENT <br />By: Steven Jankowski, City Engineer <br />Background: <br />At the May 16, 2006 the Public Works C re�ended that a right of first refusal be <br />negotiated on the property located at 5 960 157 -Lane (lot 1 block 2 River Pines 1 Addition), <br />since this property was identified as the best location for facilitating a connection between the <br />River Pines /Apple Ridge subdivisions and the proposed River Meadows subdivision to the <br />d Rum <br />south. On May 23, 2006 the City Council agreed with the recommendation of the Committee <br />and directed staff to obtain a first right of refusal for the purchase of this property should it <br />become available for purchase. It has come to the attention of staff that this property has been for <br />sale for several months and has recently been reduced to an asking price of $282,900. <br />Attached is a figure illustrating the street connection that acquisition of this property, would <br />allow. The benefits of this connection include the following: <br />• Elimination of a cul de sac serving 23 (future) units which exceeds the 600 foot length <br />limit for cut de sacs by 350 feet and providing a second outlet for these units. <br />• Provides a third ingress / egress point for the existing River Pines subdivi sion. <br />• Allows for the abandonment of the River Pines sanitary sewer lift station through a more <br />economic method of constructi on. Currently the CIP anticipates the abandonment of <br />this line at a cost of $75,000. This cost includes boring and jacking of the sanitary sewer <br />pipe along the 10 foot drainage and utility easement available along the common property <br />Be with the property to the east. The abandonment cost is estimated to be $26,000 if the <br />subject lot were available for open trench sewer pipe installation. <br />• Allows for the looping of watermain through this right of way to provide another water <br />source to the River Pines subdivision. <br />The acquisition of this property and the installation of the connecting roadway would present a <br />number of issues which need to be addressed. <br />• <br />'Removal of the existing residence — There would be several options to be considered for <br />the removal of the structure on this site. - Below is a brief summary of potential options. <br />and cost s associated with those options. <br />Option 1 <br />Buy Property <br />$ <br />283,000 <br />Sell House to Mover <br />$ <br />(5,000) <br />Remove Foundation <br />$ <br />5,000 <br />Construct Roadway <br />$ <br />26,000 <br />Total Cost <br />$ <br />309,000 <br />• <br />/ M1 <br />--257— <br />
