Absent: Commissioner Brauer. <br />• <br />Motion by Chairperson Nixt, seconded by Commissioner Trites Rolle, to recommend that the <br />City Council adopt an .ordinance to amend Chapter 9 (Zoning and Subdivision of Land) of the <br />Ramsey City Code to eliminate the performance standards applicable to the cluster ordinance and <br />to modify the ordinance as necessary to provide for a minimum of 1 house per 2 % acres in the <br />Rural Developing Area. <br />Further discussion: Commissioner Van Scoy suggested the motion include a recommendation <br />for a ghost platting requirement for future development. Chairperson Nixt indicated he would <br />like to deal with the ghost platting as a separate item. <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Trites Rolle, Cleveland, Hunt, <br />Levine, and Van Scoy. Voting No: None. Absent: Commissioner Brauer. <br />Motion by Chairperson Nixt, seconded by Commissioner Van Scoy, to recommend City Council <br />consider enhancing the performance standards in the current ordinance to accommodate <br />additional performance standards for 2 %2 acre lots including, but not limited to, ghost platting <br />and protection of open space. <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Van Scoy, Cleveland, Hunt, <br />Levine, and Trites Rolle. Voting No: None. Absent: Commissioner Brauer. <br />• The meetin g was recessed at 10:02 p.m. and reconvened at 10:12 p.m. <br />Case 46: Adoption of Resolutions for TIF Districts 11, 12 and 13 and Related <br />Redevelopment Plan; Case of City of Ramsey . <br />Economic Development Coordinator Sullivan stated the City of Ramsey has been actively <br />involved in' facilitating development and redevelopment in the Ramsey. Tax Increment <br />Financing is the primary method the City utilizes to fund the costs associated with this <br />development. Mr. Sullivan provided the following information regarding the proposed <br />resolutions that will allow these developments to proceed: Crestview Senior Housing, ACCAP <br />Apartments in Town Center, and Ramsey Crossings. <br />Economic Development Coordinator Sullivan replied the resolutions provided state that the <br />Planning Commission agrees these projects comply with the Comprehensive Plan. The <br />Commission can provide written comments; he has provided the resolution forlhe Commission's <br />convenience. <br />Chairperson Nixt clarified with Economic Development Coordinator Sullivan that staff has <br />verified the purpose of the TIF districts and the Redevelopment District are consistent with the <br />purpose of the Comprehensive Plan. He noted the Commission has discussed TIF District No. <br />12, ACCAP Apartments, which is the area adjacent to the parking ramp.
