Ms. Geiss replied that when they were operating out of Oak Terrace they attracted 15 to 20 kids • <br />a day and that was in a run down building with no heat. With this facility she could foresee <br />being able to have 50 to 70 kids at that site. There would be opportunities to offer additional <br />programs and by partnering with the YMCA and" the Ramsey Lions they may even be able to <br />provide an activity bus. <br />Councilmember Elvig stated that he thought this was a marvelous opportunity for the City and a <br />unique opportunity for the kids in the area. He suggested that Ms. Geiss get in touch with Don <br />Kveton because he has been asking how he could contribute money towards the kids in the <br />community. <br />Councilmember -Elect Look inquired as to what incentive there was for the City to get lease <br />revenue from these buildings. <br />Mayor Gamec replied that there was no incentive. <br />Councilmember Elvig noted that the only incentive would be that by leasing out- the building the <br />City would get the tax revenue paid. <br />Councilmember -Elect Look questioned then if there was no incentive for the City being <br />responsible to getting a lease on this property. <br />City Administrator Norman explained that if the properties were leased out those funds would be • <br />returned to the RALF fund, which in turn makes funds available to them or other cities for <br />additional land acquisition. <br />Councilmember Elvig stated that basically the two incentives would be the tax revenue is paid <br />and having an ongoing business rather than a vacant, building. ' This proposal lacks in the tax <br />revenue, but he would still support the request and foregoing the tax revenue based on the <br />services that Youth First provided that is the extent of the City's contributions. That being said <br />he would like to know if the tax revenue is $50,000, but he didn't anticipate that to be the case. <br />If the tax revenue is $1,500 or $2,000 he thought that would be money well spent. <br />Councilmember Jeffrey stated that he was in support of the request. He suggested that they look <br />at lighting the walkway possibly by requesting that Connexus donate the lighting necessary. <br />Councilmember -Elect Look inquired as to the location of the walkway. <br />The Council discussed a potential walkway noting that is something that will have to be <br />determined. <br />Councilmember Olson agreed that the walkway should be lighted. <br />• <br />City Council Work Session / December 4, 2006 <br />Page 8 of 9 <br />—78— <br />
