• Community Development evelo ment Director Trudgeon replied the best estimate for the timing is that the <br />full engagement of the comprehensive planning discussion will likely begin with the community <br />midsummer of 2007. The Ramsey process will need to be completed, and in the meantime the <br />background research can be completed. It is expected to have the Comprehensive Plan <br />completed and approved in a form for City Council to review by June or July of 2008. A full six <br />months is needed for the Metropolitan Council to review the plan. The plan does not need to be <br />approved until December 2008. Staff is confident City will not lose the funds that need to be <br />expended by the end of 2007. <br />Councilmember Strommen commended staff for the integration of the Ramsey project into the <br />comprehensive planning process. <br />Motion by Councilmember Strommen, seconded by Councilmember Jeffrey, to direct staff to <br />publish the Request for Proposal for the 2008 Comprehensive Plan. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Jeffrey, Cook, Elvig, <br />Olson, and Pearson. Voting No: None. <br />Case #12: Report from the Personnel Committee <br />1) Authorization to Hire a Patrol Officer and begin Recruiting for a Community <br />Service Officer <br />Councilmember Cook stated it is the recommendation of staff and the Personnel Committee to <br />hire Ms. Melissa Wistrom for the City's patrol officer position. Because Ms. Wistrom is <br />presently a community service officer, a recruitment process will need to be conducted to fill the <br />vacant community service officer position if Ms. Wistrom is promoted to this patrol officer <br />position. <br />2) Consider Approving 2007 City Health Insurance Contribution for Non -Union <br />Employees and LELS- Patrol and LELS- Patrol Memorandum of Understanding <br />Councilmember Cook explained health insurance contributions need to be negotiated each year. <br />Staff and the Personnel Committee recommend the City health insurance contribution included <br />in the Council's packet be approved. <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to ratify the <br />recommendation of the Personnel Committee for Case Nos. 1 and 2 and to adopt Resolution #06- <br />12 -407 authorizing that Ms. Melissa Wistrom be hired as Patrol Officer on January 2, 2007 at an <br />hourly rate of $19.62 (2006 wage scale) and that a recruitment process be conducted to fill the <br />vacant Community Service Officer position; and to adopt Resolution #06 -12 -408 approving <br />2007 City health insurance contribution for Non -Union employees and LELS- Patrol, and LELS - <br />Patrol Memorandum of Understanding. <br />• <br />City Council / December 28, 2006 <br />Page 23 of 27 <br />—131— <br />
