Public Hearing •
Mayor Gamec called the public hearing to order at 7:08 p.m.
Presentation
Economic Development Coordinator Sullivan explained the City of Ramsey is currently
involved in a large scale redevelopment project called Ramsey Crossings. The project involves
the acquisition of 17 parcels located west of Armstrong Boulevard and south of the extension of
Bunker Lake Boulevard. A resolution Initiating Process for Adoption of Redevelopment Plan
was adopted at the December 12, 2006 HRA and City Council meetings. Land acquisition for
the Ramsey Crossings Project _would be funded through revenue bonds that would be issued
separate from the TIF District. This funding mechanism requires that the HRA establish a
redevelopment plan_ for the area. Mr. Sullivan indicated a copy of the Redevelopment Plan for
Ramsey Crossings Project is included in the Council's packet. Staff recommends the Council
adopt the Plan by enclosed resolution.
Citizen Input
There was none.
Motion by Councilmember Strommen, seconded by Councilmember Jeffrey, to close the public
hearing. •
Motion carved. Voting Yes: Mayor Gamec, Councilmembers Strommen, Jeffrey, Dehen, Elvig,
Look, and Olson. Voting No: None.
The public hearing was closed at 7:10 p.m.
Council Business
Mayor Gamec called'the regular City Council meeting back to order at 7:10 p.m.
Councilmember Elvig requested information regarding the area covered by this District.
Economic Development Coordinator Sullivan replied the TIF District covers the Adolfson
Peterson property roughly to the Oasis market property on the corner, of Highway 10 and
Armstrong Boulevard and westerly to the property previously owned by Jerry Bauer.
Councilmember Elvig inquired whether there are any concerns about contamination and what
this process would be.
Mr. Jim Lasher, LSA- Design, stated the City is working with Braun Intertec to take over the
environmental responsibilities of this project. Braun Intertec was originally engaged by Robert
Muir Company for Phase 1 and Phase 2 work. There are two, possibly three, sites on this project
that will require a Phase 2. It is hoped to have this completed in the next four to five weeks. The •
City Council / January 9, 2007
-150-
