• Public Works Director Olson explained other communities do not have a Charter amendment that states property owners are not required to hook up to municipal services. When another community extends sewer and water past someone's property, regardless of whether they asked for it, the community will assess it and require, the property owners to pay for the services regardless of whether they have a functioning sewer or well. This community has thought strongly of not pushing sewer and water down peoples' throats and there is a Charter amendment not to force that. Councilmember Look inquired about the benefit to the City of the extension of municipal services. Public Works Director Olson replied there is a benefit of increased fire protection. Mayor Gamec stated there is also a benefit to the homeowner with insurance costs. Public Works Director Olson indicated the feasibility reports will be revised as directed and included on the agenda of a future work session. 1A) Staff Announcements Interim City Administrator Nelson announced the following: • Council has been provided with the 2007 Community Events List January 19` and 20 City Leadership Workshop ■ January 18 Quad Cities Cable Communications Commission meeting will be held at the Ramsey Municipal Center in the Council Chambers. The meeting will include a presentation on the Decision Resources subscriber survey and a legislative update. ■ Scheduling issue in regards to executive search firm interviews: All of the firms are available for interviews on February 6 th , and three are available on January 30 If Council is inclined, the interviews will be scheduled for February 6 th and the February 6 th worksession will be rescheduled to January 30 Consensus of the Council was to direct staff to reschedule the February 6` work session to January 30` at 5:30 p.m. and to schedule the executive search firm interviews for February 6` beginning at 4:00 p.m. 2) Armstrong Boulevard Reconstruction Public Works Director Olson reviewed that the Ramsey Town Center (RTC) AUAR identified area roadways that would need to be upgraded to handle the traffic from this project. Armstrong Boulevard was one of the roadways slated for upgrading. The contract for design services was approved in 2005 and the consultant has been working on the plans for this project. Construction is scheduled for the summer of 2007. Public Works Director Olson reviewed that the initial work to create the Ramsey Crossings project commenced after the Armstrong Boulevard design contract was issued. The Ramsey Crossings EAW traffic study recommended additional modifications to Armstrong Boulevard to handle the increased traffic. Mr. Olson stated the City has received verbal comments from the • County and the State regarding the Armstrong Boulevard/Sunwood Drive intersection that could City Council Work - Session / January 16, 2007 Page 7 of 10 —179—
