Voting No: Councilmember Elvig. <br />Case #6: Introduce Ordinance to Rezone Certain City -Owned Properties to Public - <br />Quasi Public; Case of City of Ramsey <br />Community Development Director Trudgeon indicated the City of Ramsey has recently codified <br />a public -quasi public zoning district. Within this district, all government buildings are permitted. <br />In an effort to include City -owned buildings within this district, staff is presenting a case to <br />rezone both the current fire station located at 15050 Armstrong Boulevard and the public works <br />facility at 14100 Jasper Street to Public -Quasi Public. Mr. Trudgeon reviewed that the creation <br />of the Public -Quasi Public Zoning District occurred with the 2002 Comprehensive Plan update. <br />In the summer of 2006, the Planning Commission and City Council approved the creation of <br />standards for the new zoning district. The intent of the district is to accommodate public and <br />semi - public uses such as government buildings, parks, schools, and public and private utility <br />stations. Most of Ramsey's city -owned parcels already appear in the public -quasi public zoning <br />district. <br />Mr. Trudgeon stated, it has come to staff's attention that the Ramsey Fire Station on .Armstrong <br />Boulevard and the public works facility on Jaspar both still resemble their original zoning. The <br />fire station located at 15050 Armstrong Boulevard is currently zoned R -1 Residential. The <br />public works facility is currently zoned E -2 Employment. In order to come into conformance <br />with the Comprehensive Plan, these parcels must be rezoned to Public -Quasi Public. Under the - <br />new zoning district (Public -Quasi Public), the performance standards may defer to B -1 Business <br />where applicable, subject to the Zoning Administrator's determination. Most public -quasi public <br />uses resemble commercial -type operations. Mr. Trudgeon advised staff recommends rezoning <br />the property whose addresses are 15050 Armstrong Boulevard and 14100 Jaspar Street. The <br />Planning Commission unanimously. recommended approval of the rezoning. <br />Councilmember Jeffrey clarified with Mr. Trudgeon that this rezoning is consistent with the <br />Comprehensive Plan. <br />Motion by Councilmember Jeffrey, seconded by Councilmember Elvig, to adopt Resolution #07- <br />01 -042 adopting Findings of Fact #0789 and introducing an ordinance to rezone the Fire Station <br />and Public Works Facility from R -1 Residential and E -2 Employment, respectively, to Public- <br />Quasi Public. <br />Further discussion: Councilmember. Elvig questioned if this rezoning has the potential of <br />locking this land in to be dedicated property. He noted the City is considering the potential of <br />moving the public works facility to a larger space, and they may have to capture revenue from <br />this property by selling it back to a private use. Mr. Trudgeon stated it is important to point out <br />this is just a zoning designation that could be changed in the future to the appropriate use if the • <br />land were to be sold.
