• Mayor Gamec inquired about the alignment of Armstrong Boulevard. <br />Public Works Director Olson replied Armstrong Boulevard will be moved about 71 feet to the <br />west and will be more perpendicular with Highway 10. <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to adopt Resolution #07- <br />01 -046 approving Contract Amendment No. 2 with TKDA for the Armstrong Boulevard <br />Improvement Project #06 -20 in the amount of $17,920. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Dehen, Look, <br />Olson, and Strommen. Voting No: None. <br />Case #11B: Medical Examiner Office Project in Ramsey Town Center <br />Interim City Administrator Nelson indicated the City has received a letter from Terry Johnson, <br />Anoka County Administrator, reporting on the County's plan to construct a new morgue and <br />office facilities for the Medical Examiner's office. The site selected is near the intersection of <br />Civic Center Street and Rhinestone Street in Ramsey Town Center. Mr. Johnson is asking for <br />commitment from the City of Ramsey for construction of Rhinestone and Civic Center streets by <br />the end of the 2007 construction season. Included in the Council's packet is a letter from Mr. <br />Johnson and a draft letter from Brian Olson responding to Mr. Johnson's questions relating to the <br />• streets, etc. Ms. Nelson indicated with Council's approval, staff will write a letter of support for <br />the Medical Examiner Office Project to be built in the Ramsey Town Center and forward it to <br />Anoka County along with Mr. Olson's response letter regarding the construction of the streets. <br />Public Works Director Olson stated the draft letter to Mr. Johnson explains that officially these <br />segments of Civic Center Drive and Rhinestone Street were not scheduled until 2008, but that if <br />there is a project that would require the construction of these roads the City would entertain a <br />request to move them up to 2007. Earlier tonight the Council approved a TIF agreement for TIF <br />District No. 11, which would also have need for this section of roadway. <br />Ms. Nelson stated staff is very happy to work with the County on this project and glad to see it <br />moving forward in Ramsey. <br />Councilmember Elvig asked if a portion of these improvement costs will be paid by assessments <br />to Ramsey Town Center properties. <br />Mr. Olson replied the master development obligation allowed the City the ability to pay for the <br />Phase 2 roadways. There was an 80/20 split, which allowed the City to utilize GO bonds. <br />Bonding is not needed for this project; it can be funded with a combination of enterprise funds, <br />as well as the public improvement revolving fund. Mr. Olson stated these are two of the <br />roadways originally designated as the City's obligation in the Ramsey Town Center Master <br />Development Agreement. TIF funding will be utilized for the Crest View section.
