<br />Mr. Johnson noted that if the complex were constructed 100% affordable they would not be <br />looking for any assistance from the City. <br /> <br />Councilmember Elvig stated that he understood that but he just noted that there are some <br />political challenges with this project. <br /> <br />Councilmember Jeffrey stated that when the ACCAP project along TH 47 was being discussed <br />there was a lot of debate amongst the residents and at that time it was said that they should build <br />the affordable housing in the middle of the field and let people choose to build around it, which <br />is kind of what they would be doing in this situation. The only concern would be does <br />constructing an all affordable housing complex change the dynamic and characteristic of the <br />surrounding properties of land that have not been committed to anything yet. <br /> <br />City Administrator Norman noted that the housing units that were constructed next to the <br />ACCAP units on TH 47 were market rate units and they were not negatively impacted by the <br />ACCAP units. <br /> <br />Mr. Johnson explained that they would be affordable units, not low-income housing; therefore, <br />tenants would be qualified based on standard of about $50,000 for a family of four. The <br />advantage of this program is that once they are qualified they cannot force them out even if their <br />financial situation changes. There is no disincentive in this program to better their financial <br />situation under this type of program. <br /> <br />Mayor Gamec inquired as to how the Council felt about constructing the complex as all <br />affordable units with an outside entity handling the commercial/retail space. <br /> <br />Councilmember Elvig questioned if building the complex as affordable would not mean that they <br />would build a lesser grade building. <br /> <br />Mr. Johnson replied that was correct. He explained that the building would be constructed as a <br />market rate plus structure. <br /> <br />Councilmember Pearson inquired as to what kind of commercial/retail space would they be <br />hoping to draw into the building. <br /> <br />City Administrator Norman noted that there had been some discussion about a daycare with the <br />construction of a green roof on the top of the building. <br /> <br />Councilmember Jeffrey stated that he could see places like a dry cleaner, doughnut shop, <br />sandwich shop, and day care. <br /> <br />Councilmember Jeffrey inquired what would happen to the project if the option to purchase the <br />property doesn't get exercised. <br /> <br />Mr. Johnson replied that at this point they are the most ready and able buyer for this property. <br /> <br />City Council Work Session / December 4, 2006 <br />Page 5 of9 <br />
