Ms. Nelson indicated if directed by the Council the revised policy that is included in <br />the Council's packet will be presented at a regular Council meeting for adoption. <br /> <br />Mayor Gamec inquired about the possibility of insurance companies utilizing the facilities for 55 <br />and Older Safe Driving Classes. <br /> <br />Assistant City Administrator Nelson replied this type of class would likely be possible for use in <br />the facility. Staff envisioned the business use to be an economic development civic purpose. For <br />instance, Vision Ease would like to bring in people from out of town and discuss what is <br />occurring in Ramsey. <br /> <br />Councilmember Olson inquired about time restrictions on the facility use. <br /> <br />Assistant City Administrator Nelson replied if a business requested to use the facilities outside of <br />normal business hours an agreement would need to be negotiated that would include the payment <br />of staff time; these rates are set. <br /> <br />Consensus of the Council was to direct staff to include the revised Facility Rental Policy on the <br />agenda of a future City Council meeting for adoption. <br /> <br />4) RTC Billboard <br /> <br />Community Development Director Trudgeon informed the Council during the most recent <br />meeting of the Town Center Marketing Group the discussion centered around billboard <br />advertising for the Town Center. The majority of the current property owners in the Town <br />Center are in agreement to cross participate for the acquisition of a billboard along Highway #10. <br />Mr. Trudgeon advised one concern of staff is that billboards are not allowed by City Code. Staff <br />would like to explore other options, as the precedent set by this would be great. <br /> <br />City Administrator Norman indicated staff began working with language that would make the <br />billboard community oriented or for a community purpose. <br /> <br />Community Development Director Trudgeon stated staff would like to meet with The <br />Tinklenberg Group and to review the codes further. Staff would like to defer this to a future <br />work session for further discussion. Mr. Trudgeon indicated staff is working to get signage on <br />the parking ramp that states Ramsey Town Center. It is heard repeatedly from people that no one <br />knows where Ramsey Town Center is located. The Town Center Marketing Group has also <br />discussed additional identification signs for Ramsey Town Center. He explained the private <br />entities are putting dollars in to help marketing on things like the website and newsletters. Mr. <br />Trudgeon indicated the agenda of the City Council meeting tonight includes a conditional use <br />permit for additional signage at the Coborn's site. The signage will be site specific to help those <br />tenants in that area. <br /> <br />Councilmember Elvig requested staff to look into the following issues related to Ramsey Town <br />Center: <br />· Ensure that signage states City of Ramsey, as opposed to Ramsey. <br /> <br />City Council Work Session / December 12,2006 <br />Page 3 of 4 <br />
