<br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Extension of Rural Developing Interim Ordinance; Case of City of Ramsey <br /> <br />Community Development Director Trudgeon stated the ordinance for consideration would <br />extend the moratorium on subdivision and platting within the R-l Rural Developing District an <br />additional three months. The moratorium is currently effective until February 15, 2007. <br />Adoption of this ordinance would extend the moratorium to May 15, 2007. Council introduced <br />the ordinance at the last City Council meeting. Mr. Trudgeon indicated the purpose of the <br />moratorium is to provide time for the Planning Commission and City Council to consider <br />revisions to the cluster development standards in the R-l District. Staff will be bringing <br />proposed revisions to the City Council at the January 23,2007 Council meeting. <br /> <br />Mayor Gamec stated quite a few people attended the Planning Commission meeting and the <br />action was to go back to 2 ~ acres. He asked if the residents would be notified about work <br />sessions scheduled to address this. <br /> <br />Community Development Director Trudgeon indicated this will go to a regular Council meeting <br />for possible action. A 10 acre lot ordinance and a 2 ~ acre lot ordinance will be provided at that <br />meeting. If Council determines to return to 2 ~ acre lots they may want to include future <br />planning for things like infrastructure. <br /> <br />Mayor Gamec asked if this will be discussed at a work session prior to the regular Council <br />meeting. <br /> <br />Mr. Trudgeon replied it will not be discussed prior to the Council meeting. <br /> <br />Councilmember Elvig indicated he is considering making a motion that would include language <br />that the approval of this ordinance is contingent on a return to 2 ~ acre lots. <br /> <br />Councilmember Jeffrey expressed concern that this contingency would result in a return to the <br />cluster development ordinance if the ordinance is not adopted. He would prefer to have the <br />debate between 10 acre lots and 2 ~ acre lots another time and be certain the moratorium is <br />preserved. <br /> <br />Councilmember Strommen indicated her preference to preserve the discussion regarding lot <br />sizes. She does not think she is in favor of 10 acre lots, but has had discussions with staff about <br />putting parameters around the 2 ~ acre lots. It is important to give that discussion due diligence. <br /> <br />Mr. Trudgeon advised with the extension of the moratorium there will be time to bring the <br />development standards back to subsequent Council meetings or work sessions. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to adopt Ordinance #07- <br />01 to extend the existing moratorium in the Rural Developing Area an additional three months. <br /> <br />City Council / January 16,2007 <br />Page 3 of 4 <br />
