Staff could do plowing in the winter to keep everything where they <br />want it. <br /> <br />Mr. Stevens indicated once the tower is constructed it will be a technician that will be known to <br />the Fire Chief who will visit the site. The same technician will be assigned to the site and will <br />visit it every month. <br /> <br />Councilmember Dehen asked if the technician could walk up to the tower instead of driving on <br />the entrance. <br /> <br />Mr. Stevens replied the technician will be carrying a 50 to 60 pound pack of equipment, a box, or <br />a mother board. The ability to drive to the site will be beneficial. <br /> <br />Councilmember Elvig inquired about the City's anticipation of building a water tower. <br /> <br />Public Works Director Olson indicated there are plans to build a water treatment facility, not a <br />water tower. The location of the water tower was looked at for co-location, but the coverage <br />area was not the same. He would like to note this is the tower that is located in the existing <br />Ramsey Crossing project that is being relocated to this site. <br /> <br />City Attorney Goodrich advised to date the actual transfer of T -Mobile's current tower site has <br />not been negotiated. T-Mobile has a lease interest in the current tower site, which is a value to <br />them that is being condemned. Mr. Goodrich recommended the following be added to the <br />resolution: This conditional use permit is not to be deemed as approval by the City ofthe subject <br />property without a lease agreement approval. <br /> <br />Mr. Olson indicated the City needs to provide T-Mobile with the same access they currently <br />have. If the City chooses to pay for impervious surface it can be worked through. <br /> <br />Motion by Councilmember Jeffery, seconded by Councilmember Olson, to adopt Resolution <br />#07-01-043 adopting Findings of Fact #0790 relating to a request from T-Mobile to construct a <br />telecommunications tower on the fire station property, and to adopt Resolution #07-01-044 <br />approving the request for a conditional use permit based on Findings of Fact #0790 and declaring <br />terms of same, with the following addition to the resolution: This conditional use permit is not to <br />be deemed as approval by the City of the subject property without a lease agreement approval. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Olson, Dehen, Elvig, <br />Look, and Strommen. Voting No: None. <br /> <br />Case #8: <br /> <br />Consider Amending Section 9.20.28 (B-3 Business District) of City Code; <br />Case of City of Ramsey <br /> <br />Community Development Director Trudgeon reviewed that the City created the B-3 Business <br />Zoning District in 2006, in anticipation of the Ramsey Crossings redevelopment project, located <br />west of Armstrong Boulevard and north of Highway 10. Since the B-3 District was established, <br />staff has made note of several deficiencies in the code that need to be remedied.
