<br />disaster which FEMA would declare a disaster, this Plan would be a good starting source to <br />ensure funding assistance. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Look, to adopt resolution #07- <br />01-045 adopting the Anoka County Multi-Jurisdictional Hazard Mitigation Plan. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Look, Dehen, Elvig, <br />Olson, and Strommen. Voting No: None. <br /> <br />Further discussion: Mayor Gamec requested staff to ensure that the new Councilmembers have <br />been provided with a copy of the City's emergency management plan. Fire Chief Kapler <br />indicated he will be certain the new Councilmembers are provided with the plan. There will be a <br />disaster management planning presentation at the next work session. <br /> <br />Case #10: <br /> <br />Receive Petition from Pondvale Residents <br /> <br />Civil Engineer II Linton stated the City received a petition from Pondvale residents for a <br />feasibility study for a water and sewer project on a portion of 150th Lane and Helium Street on <br />January 16,2007. The City has received several petitions in the past for extension of sewer and <br />water in this area; the last petition was brought to the January 24, 2006 City Council meeting. <br />Council directed staff at that time to contact each of the residents with the message that the <br />residents would be responsible for the cost of the feasibility study update if the project is not <br />constructed. The 2006 petition was determined to be invalid and was rejected. Staff requested <br />an estimate for updating the feasibility and received a reply that Hakanson Anderson who <br />performed the original estimate can update the study for a maximum not to exceed amount of <br />$1,500. Staff has also received a letter from Dan Murphy indicating he will pay for the updated <br />feasibility study if the project is not constructed. This was one of the conditions applied by the <br />City Council when the 2006 petition was received. Mr. Linton advised staff recommends <br />acceptance of the petition for a water and sewer project in Pondvale on a portion of 150th Lane <br />and Helium Street and ordering the update of the feasibility study. <br /> <br />Councilmember Elvig noted there have been complaints about the small leg of Helium Street <br />going into 150th Lane. There is a lot of parking from after hour activities at the school, and there <br />is a lot of traffic in and out on 150th Lane. He suggested looking at what type of work could be <br />undergone on this road with this feasibility study. <br /> <br />Mr. Linton indicated this would be covered in the feasibility study. Part of the approval of the <br />Meadow subdivision was to include a sidewalk on both sides of the street; tying a sidewalk <br />extension down Helium Street into this project would make sense. <br /> <br />Public Works Director Olson indicated the Meadows subdivision includes a wider street section. <br />This project could include continuing that wider street section, not necessarily at the residents' <br />cost. Potentially, accommodating additional parking for the school adjacent to this could be a <br />rationale for the City contributing a portion of the money. <br /> <br />City Council / January 23, 2007 <br />Page 23 of 28 <br />
