<br />5 <br /> <br /> <br />Laws <br />And <br />Regulations <br /> <br />COMMERCIAL VEHICLES <br />IN RESIDENTAL AREAS <br /> <br />Ramsey's off-street parking ordinance restricts the outside storage <br />of commercial vehicles and equipment in residential districts. The three l(ey <br />requirement of City Code include ownership, screening and parking surface <br />pad. <br />All vehicles and equipment must be owned or leased by the <br />homeowner, or owned or leased by the employer of the homeowner. <br />The commercial vehicles or equipment must be stored in the side or <br />rear yard of the property and screened from the street and all neighboring <br />properties by 75% from ground level view. This is usually accomplished by <br />installing wood privacy fencing that is 6 to 8 feet high. <br />The Code also has a minimum parking surface requirement. In the <br />urban areas of Ramsey - the area within the Metropolitan Urban Services <br />Area boundary (MUSA) - the Code requires bituminous pavement or concrete. <br />In the rural areas outside the M.U.S.A. boundary; the Code requires a <br />con-bit or prepared gravel surface. <br />No commercial vehicles and equipment may be stored outside in a <br />residential district if it does not meet the above standards. Violation of the <br />City Code is a misdemeanor criminal offense. '( . <br /> <br />~ <br /> <br />DOG REGULATIONS <br /> <br />The Ramsey City Council realizes <br />that dogs are an important part of the <br />community in that they provide <br />companionship, recreation, and protection for <br />many citizens. The Council realizes that if <br />not properly treated and controlled, a dog may <br />become a nuisance and a hazard to persons <br />and property. <br />One way the City controls dogs is <br />through licensing. The City limits two dogs <br />per residence. Three or more dogs requires <br />either an administrative kennel license or a <br />conditional use permit for a l(ennellicense. <br />Call (612) 427-1410 and asl( for the City <br />Planner for additional information on a <br />kennel license. The City Code requires all <br />dogs to be licensed. Licenses are available, <br />for a fee, from the City upon proof of rabies <br />vaccination (required once in every 24-month <br />period and prior to the age of six months). <br />Licenses are for a two-year period. <br />The City of Ramsey sponsors a pet <br />clinic, provided vendors are available, in late <br />April of each year. At that time, dog licenses <br />are offered at a reduced rate. <br />An owner or l(eeper of a dog must <br />require the dog to be under the control and <br />in custody of a person of sufficient age to <br />adequately control the dog at all times while <br />the dog is off the premises of the owner. The <br />owner of a dog found running at large is guilty <br />of a misdemeanor. <br />Remember to take a scoop along <br />when walking your dog! Section 5.09.03, <br />Subd. 19 requires any person who owns or <br />has custody of a dog to clean up dog <br />excrement and place it in the proper <br />receptacle. <br />To protect citizens, no person may <br />keep a dog that howls, yelps or barks to the <br />reasonable annoyance of another person. <br />The City's Animal Control Officer may <br />request the person to stop or prevent the <br />annoyance, and if they refuse to comply, a <br />citation will be issued. If the officer needs <br />to stop the annoyance, the dog may be taken <br />to the Animal Pound. Any dog placed in the <br />pound may be reclaimed by the owner upon <br />payment of the impoundment fee, plus <br />boarding fee. <br /> <br />The Ramsey Police Department receives complaints about illegal <br />and unsafe passing in many areas of the City. According to Minnesota State <br />Statute 169.18, the driver of a vehicle may overtal(e and pass another vehicle <br />on the right only under conditions permitting such movement safely. In no <br />event shall such movement be made driving off the pavement or <br />main-traveled portion of the roadway. In other words, it is illegal to <br />pass another vehicle ahead of you or turning left by driving onto the <br />paved shoulder (right of the solid white line) or by using a lane marked for <br />another use, such as a "Right Turn Lane." <br />Passing on the right is permitted when there are two lanes of traffic <br />(not including lanes occupied by parked vehicles) moving in each direction. <br />It is also permitted on one-way streets and roads of sufficient width for two <br />or more lines of moving vehicles. <br /> <br />Every survival kit should include a sense of humor. - Anonymous <br />
