STORM DRAINAGE UTILITY FAQ

Early this year, the City of Ramsey passed an ordinance
creating a storm water utility. Every developed property within the
City will receive a quarterly charge for the handling of storm water.
The revenue generated from this utility will be utilized to finance a
wide array of storm water related activities including cleaning
culverts, catch basins and sedimentation ponds, as well as construction
proj ects to correct or repair existing drainage problems. This utility
will not be used to finance storm water projects for new developments.
Below are some frequently asked questions regarding the storm water
utility.

Q. Why did the recent addition of the Ramsey Resident state that
the Storm Drainage Utility was "proposed" and it already appears
on my electric bill?

A. The article that was printed in the Ramsey Resident was written
several months ago and the intent was to get the Ramsey Resident
delivered prior to the delivery of the utility bills. The Storm
Drainage Utility ordinance was adopted on January 11,2000. It
was published in the official newspaper of the City of Ramsey
and became effective on March 11,2000.

Q. Is the new charge per quarter or per month?

A. The Storm Drainage Utility fee that appeared on your utility bill
will appear once per quarter.

Q. What if I don't have any storm water run-off?

A. Every property in the City of Ramsey that has a building and/or
driveway or parking lot produces run-off. The Storm Drainage
Utility is a method to provide a dedicated source of revenue for
storm water management projects and maintenance.

Q. There aren't any storm sewers in my neighborhood, why do I
have to pay for a Storm Drainage utility?

A. The storm water management system is more comprehensive
than just underground storm sewers. It includes the ditch systems,
ponds, pipes, and wetlands that are essential to the treatment and
storage of storm water run-off prior to the discharge into lal(es,
rivers and streams.

Q. Is there anyone that is exempt from the Storm Drainage utility
fee?
