2 <br />CITY COUNCIL UPDATE <br />The Ramsey City Council met <br />on Tuesday, December 12, 2000, and <br />recognized Bruce Bacon, Environmental <br />Specialist, as he was selected as Anoka <br />County's Outstanding Conservationist. <br />Mayor Gamec presented Mr. Bacon with a plaque <br />congratulating him on the award he received from the County. <br />A public hearing was conducted for an amendment <br />to the Tax Increment Financing Plan for Tax Increment <br />Financing District No. 2 within Development District <br />No. 1 and establishing Tax Increment Financing District <br />No. 8 and approving its Tax Increment Financing Plan. <br />There was no citizen input and Council adopted the resolution <br />amending and approving the TIF Districts. The plans are <br />being amended and created to correlate with the Maken and <br />Sauter developments. <br />The City Council conducted a public hearing to <br />introduce an ordinance to vacate drainage and utility <br />easements in Northfork Highlands Addition. In 1995, <br />Council approved reducing the area of the drainage and utility <br />easement in the rear yards of Lots 10 and 11, Block 1, <br />Northfork Highlands Addition. By the time Northfork <br />Highlands was platted, it was determined that large portions <br />of this easement were not necessary and was approved for <br />vacating. Due to an incorrect legal for recording, a new <br />ordinance is being introduced to vacate and replace drainage <br />and utility easements on Lots 10, 11, 12, and 13 of Block 1, <br />Northfork Highlands. There was no citizen input and Council <br />introduced the new ordinance. <br />Council entered into a lengthy discussion with regard <br />to a development agreement with Anoka County <br />Community Action Program, Inc. (ACCAP) The <br />agreement was to sell City -owned land to ACCAP to <br />eventually build affordable townhomes. A motion to enter <br />into the agreement failed and the City Attorney was directed <br />to research past motions relating to the sale of the property <br />to ACCAP. <br />RF Development LLC and Lyndale Terminal <br />Company requested rezoning the northerly portion of <br />Outlot C, River's Bend 3 Addition from B -1 to B -2 <br />Business to facilitate the development of a Holiday gas <br />station and convenience store. The Planning Commission <br />held a public hearing relating to this request on December 5. <br />The Council's action rezoned the property from B -1 Business <br />to B -2 Business. Lyndale Terminal Company also requested <br />site plan review, however, since the Planning Commission <br />had not had an opportunity to review it first, the Council <br />motioned to refer it back to the Planning Commission. Phoenix <br />Enterprises and Lyndale Terminal Company is requesting final <br />plat approval to replat Outlot A, B, C, and G or River's Bend <br />/F/2 WHAT'S <br />HAPPENING <br />S IN RAMSEY <br />Love is a flower, friendship, <br />development. <br />adopt the ordinance failed. Council <br />received a summary of what services to expect. They <br />introduced the ordinance to renew the franchise and directed <br />staff to schedule a public hearing. <br />Council appointed Erik Watson to fill the vacancy <br />on the Planning Commission and named Kathleen Sweet <br />as an alternate if Mr. Watson declines. <br />Council reviewed and adopted the 2001 Tax Levy <br />and General Fund Budget and the 2001 City of Ramsey <br />General Fund Operating Budget. Also adopted was the <br />2001 Schedule of Rates, Fees and Charges. <br />Council recessed the meeting to December 19, at <br />which time they will discuss the cases they tabled action on <br />which are Credits Available for the Storm Drainage <br />Utility, An Ordinance to Amend Park Dedication <br />Requirements, An Ordinance to amend Tower <br />Regulations, Approval of Plans and Specifications and <br />Authorization to Advertise for Bids for Improvement <br />Project #00 -26, County Ditch No. 43 Cleaning and an <br />ordinance to Convey remnant of Land for Title <br />Clearance Purposes. <br />The City of Ramsey is looking for residents who are <br />interested in participating in the development and governance <br />of their community. There are currently four vacancies on <br />the Charter Commission. The City needs residents who have <br />an interest in their community and who are willing to step <br />forward to fill these vacancies. <br />Nothing more than an interest in the community and <br />the ability to give some time in attending quarterly meetings <br />are required.
