<br />6 <br /> <br />CURFEW <br />ORDINANCE <br /> <br />In general, Ramsey's curfew ordinance makes it unlawful for <br />juveniles to be in any public place in the City during the following times: <br /> <br />Juveniles under the age of 12 <br /> <br />1) Any time between 9 p.m. on any Sunday, Monday, <br />Tuesday,Wednesday or Thursday and 5 a.m. the following day. <br /> <br />2) Any time between 10 p.m. on any Friday or Saturday and 5 <br />a.m. the following day. <br /> <br />Juveniles ages 12 to 14 <br /> <br />1) Any time between 10 p.m. on any Sunday, Monday, Tuesday, <br />Wednesday or Thursday and 5 a.m. the following day. <br /> <br />2) Any time between 11 p.m. on any Friday or Saturday and 5 <br />a.m. the following day. <br /> <br />Juveniles ages 15 to 17 <br /> <br />1) Any time between 11 p.m. on any Sunday, Monday, Tuesday, <br />Wednesday or Thursday and 5 a.m. the following day. <br /> <br />2) Any time between 12:01 a.m. and 5 a.m. on any Saturday or <br />Sunday. <br /> <br />Exceptions are allowed for young people who are in front of <br />their own residence, with their parents, going to or coming from a place <br />of employment, attending school or social functions, or on an errand for <br />a parent. A copy of the entire ordinance can be obtained at the Ramsey <br />Municipal Center during normal business hours. The curfew law is <br />meant to keep young people out of trouble and out of danger. <br /> <br />HEAD <br />START <br /> <br /> <br />Head Start is a quality preschool program for children who <br />will be three or four years old by September 1 of this year and their <br />families. There is NO COST to families who participate in the program. <br />Families must meet income guidelines. Any family enrolled in the MFIP <br />program, including child care assistance, and SSI, and foster children <br />are eligible even if their annual income exceeds the current guidelines. <br />Head Start focuses on the child's physical, intellectual, emotional and <br />social development while providing advocacy for parents. Head Start <br />serves children and their families of any race, color, creed, national <br />origin, and special needs. It is fun, educational and FREE to eligible <br />families. <br />For more information and to obtain an application call the <br />Anol<a/Washington County Head Start program at 763-783-4300. <br /> <br />CITY CODE <br />REGULATES FENCES <br /> <br />Section 9.11.1 7 (Fences) of the City Code <br />states: "Fences shall be located entirely on the <br />owner's property and the fence location and <br />placement shall be the owner's responsibility. <br />Fences shall be located such that they do not <br />interfere with traffic visibility." <br />NOTE: There is no reference as to distance <br />from the property line. Front yard fences can be <br />a maximum of 4 feet in height. Rear yard privacy <br />fences over 6 feet in height require a permit, with <br />a maximum of 8 feet allowed. Plans must be <br />submitted showing how the fence is to be <br />constructed. <br /> <br />LOOKING FOR <br />RICHER SOIL? <br /> <br />Lool<no further than your own bacl<yard! <br />The City of Ramsey will be worlcng with Anol<a <br />County and the Solid Waste Management <br />Coordinating Board on a pilot bacl<yard <br />composting project. Vegetable and fruit scraps, <br />leaves, acorns, grass clippings, old flowers, coffee <br />grounds and filters, tea bags, and soft plant <br />material can be added to your compost bin. <br />Through composting, residents can remove over <br />500 pounds of organic matter from the waste <br />stream and return these materials to a useable <br />humus product. <br />The benefits ofbacl<yard composting are <br />numerous. By composting, residents are able to <br />lower their disposal costs through reducing the <br />volume of garbage; promotes water conservation <br />and lower water bills through reducing the use of <br />garbage disposals and reduced need to water <br />gardens; provides a wonderful resource for soil <br />amendments; reduces the need for fertilizer; and <br />reduces the need for land disposal.
