10 <br />BOULEVARD <br />STAKING POLICY <br />City of Ramsey policy prohibits the use <br />of metal fence posts and other non - breakaway <br />materials in the public right of way. City staff <br />will remove materials that pose a threat to public <br />safety or interfere with maintenance operations. <br />. Wooden lathe will be available in limited quan- <br />tities from the public works department for use <br />in marking the blvd. for snow removal purposes. <br />Small fiberglass poles and aluminum poles with <br />reflectors may also be used, but will be the re- <br />sponsibility of the homeowner to maintain. <br />The purpose of the policy is to remove <br />staking from the public right of way that causes <br />an unnecessary threat to public safety and which <br />hinders snow removal operations. <br />MAILB0x <br />REPLACEMENT POLICY <br />Mailboxes installed and maintained to <br />City U.S. Post Office regulations which are <br />damaged as a result of direct contact by City <br />snow removal equipment will be temporarily <br />repaired within 48 hours of receiving notification <br />of such damage. If the mailbox cannot be <br />temporarily repaired, a portable mailbox will be <br />set in place so mail service will be continued. <br />The City will replace the damaged mailbox <br />structure the following spring with a standard No. <br />1 black, white, or silver mailbox mounted on 4 -by <br />4 -inch treated post. <br />Residents whose mailboxes are knocked <br />down as a result of direct contact by City snow <br />removal equipment may request $75 allowances, <br />if they so choose, to replace the mailbox structures <br />themselves, relieving the City of any further <br />obligation. In such cases, the City will provide <br />portable, temporary mailboxes until the following <br />spring. <br />Mailboxes, which are not installed to City <br />and U.S. Post Office regulations or are damaged <br />due to snow deposited from plows (versus being <br />hit by City snow removal equipment), will not be <br />replaced. The City is not responsible for damage <br />to media or paper boxes and will not repair them. <br />HELP FOR THE <br />SNOWPLOW DRIVERS <br />Have you ever driven down a road that is newly covered in <br />snow and not able to tell where the edge of the road is? This happens <br />too, to the snowplow drivers especially on corners and with curbs. <br />The City is providing wood laths to residents if they would stake the <br />edge of the road that is adjacent to their property. These laths have <br />been painted orange four inches from the top to make it easier for the <br />snowplow driver to see them while plowing. The stakes only need to <br />be up for the first or second plowable snowfall. Once a windrow of <br />snow is established then the edge of the road is easier to distinguish <br />after a snowfall. <br />These wood lath markers are to be placed in the road right - <br />of -way and not intended as driveway markers or fencing to protect <br />property. Stakes should be placed about 25 feet apart and not more <br />than 6 inches behind the edge of the road or from the curb. Please <br />do not use steel posts of any kind because all items placed in the <br />street right -of -way must be of a breakaway design to as not to cause <br />injury to others or damage to equipment. If you desire to make your <br />own wooden markers, please use four foot wood laths with the tops <br />painted four inches down with orange paint. <br />ICE RINK SCHEDULE <br />AND CLOSING GUIDELINES <br />Ice rinks at Ramsey Elementary School and Central Park <br />are open weekdays from 3:30 p.m. to 9:00 p.m. (10 p.m. if needed); <br />Saturdays from 9:00 a.m. to 10:00 p.m.; and Sundays from noon to <br />8:00 p.m. <br />Rinks will be closed if: <br />1. Temperatures are 10 degrees below zero or lower, and <br />expected to remain so. <br />2. Rinks are in unsafe conditions due to warm weather. <br />3. Attendant may close if weather conditions become severe <br />and are expected to remain so. <br />4. Temperatures are 32 degrees or above. <br />Some men see things and ask why?
