Lciws <br />And <br />Regulations <br />COMMERCIAL VEHICLES <br />IN RESIDENTAL AREAS <br />Ramsey's off - street parking ordinance restricts the outside storage <br />of commercial vehicles and equipment in residential districts. The three <br />key requirements of City Code include ownership, screening and parking <br />surface pad. <br />All vehicles and equipment must be owned or leased by the <br />homeowner, or owned or leased by the employer of the homeowner. <br />The commercial vehicles or equipment must be stored in the side <br />or rear yard of the property and screened from the street and all neighboring <br />properties by 75% from ground level view. This is usually accomplished <br />by installing wood privacy fencing that is 6 to 8 feet high. <br />The Code also has a minimum parking surface requirement. In <br />the urban areas of Ramsey - the area within the Metropolitan Urban Services <br />Area boundary (MUSA) - the Code requires bituminous pavement or <br />concrete. In the rural areas outside the MUSA boundary; the Code requires <br />a con -bit or prepared gravel surface. <br />No commercial vehicles and equipment may be stored outside in a <br />residential district if it does not meet the above standards. Violation of the <br />City Code is a misdemeanor criminal offense. If you have questions <br />regarding the City Code requirements regarding off - street parking, please <br />call the Community Development Department at 427 -1410. <br />DON'T Pass <br />IN TURN LANES <br />The Ramsey Police Department receives complaints about illegal <br />and unsafe passing in many areas of the City. According to Minnesota <br />State Statute 169.18, the driver of a vehicle may overtake and pass another <br />vehicle on the right only under conditions permitting such movement safely. <br />In no event shall such movement be made driving off the pavement <br />or main - traveled portion of the roadway. In other words, it is illegal <br />to pass another vehicle ahead of you or turning left by driving onto the <br />paved shoulder (right of the solid white line) or by using a lane marked for <br />another use, such as a "Right Turn Lane." <br />Passing on the right is permitted when there are two lanes of traffic <br />(not including lanes occupied by parked vehicles) moving in each direction. <br />It is also permitted on one -way streets and roads of sufficient width for two <br />or more lines of moving vehicles. <br />One of the greatest labor savings interventions of today is tomorrow. — Vincent T <br />DOG <br />REGULATIONS <br />Voss <br />5 <br />The Ramsey City Council realizes that <br />dogs are an important part of the community <br />in that they provide companionship, recreation, <br />and protection for many citizens. The Council <br />realizes that if not properly treated and <br />controlled, a dog may become a nuisance and <br />a hazard to persons and property. <br />One way the City controls dogs is <br />through licensing. The City limits two dogs <br />per residence. Three or more dogs requires <br />either an administrative kennel license or a <br />conditional use permit for a kennel license. Call <br />763-427-1410 and ask for the City Planner for <br />additional information on a kennel license. The <br />City Code requires all dogs to be licensed. <br />Licenses are available, for a fee, from the City <br />upon proof of rabies vaccination (required once <br />in every 24 -month period and prior to the age <br />of six months). Licenses are for a two -year <br />period. <br />The City of Ramsey sponsors a pet <br />clinic, in late April of each year. At that time, <br />dog licenses are offered at a reduced rate. <br />An owner or keeper of a dog must <br />require the dog to be under control and in <br />custody of a person of sufficient age to <br />adequately control the dog at all times while <br />the dog is off the premises of the owner. The <br />owner of a dog found running at large is guilty <br />of a misdemeanor. <br />Remember to take a scoop along <br />when walking your dog! Section 5.09.03, <br />Subd. 19 requires any person who owns or <br />has custody of a dog to clean up dog excrement <br />and place it in the proper receptacle. <br />To protect citizens, no person may <br />keep a dog that howls, yelps or barks to the <br />reasonable annoyance of another person. The <br />City's Animal Control Officer may request the <br />person to stop or prevent the annoyance, and <br />if they refuse to comply, a citation will be <br />issued. If the officer needs to stop the <br />annoyance, the dog may be taken to the Animal <br />Pound. Any dog placed in the pound may be <br />reclaimed by the owner upon payment of the <br />impoundment fee, plus boarding fee. <br />
