4 <br />CITY RESIDENTS <br />SOUGHT TO SERVE ON <br />CHARTER COMMISSION <br />The City of Ramsey is currently <br />seeking candidates to fill four vacancies <br />on the Charter Commission. Ramsey <br />residents interested in serving on this <br />Commission are requested to submit a <br />letter of interest /application by 5:00 p.m., <br />Tuesday, November 30, to Jim Norman, <br />City Administrator, 15153 Nowthen <br />Boulevard N.W., Ramsey MN 55303. <br />Letters of application should contain the <br />applicant's name, address, telephone <br />number, work experience, education, and <br />any experience in municipal affairs. In <br />addition, applications should include a <br />statement listing their reasons for seeking <br />appointment to the Charter Commission. <br />Commission meetings are open to the <br />public. <br />The primary objective of the <br />Charter Commission is to review and <br />implement changes to the Home Rule <br />Charter of the City of Ramsey. The <br />Charter Commission meets quarterly (or <br />as needed) on the third Thursday of the <br />month at 7:30 p.m. at the Ramsey <br />Municipal Center. <br />NEW IN <br />TOWN? <br />If you are a new resident of the <br />City of Ramsey, please visit the Municipal <br />Center, also known as City Hall, between <br />8:00 a.m. and 5:00 p.m. Monday through <br />Friday to pick up a new resident packet <br />and your recycling bin. We will sign you <br />up for the recycling program at that time <br />and provide you with information you may <br />need regarding the City. The Municipal <br />Center is located at 15153 Nowthen Blvd. <br />NW, north of Ramsey Elementary School <br />on the opposite side of the road. <br />Ramsey has several ordinances designed to promote safe snowmobiling <br />and safeguard the rights of property owners. Snowmobiles are also subject to <br />Minnesota Statutes 84.81 through 84.929. For additional information, please <br />contact the Ramsey Police Department at (612) 427 -6812. <br />Who may operate a snowmobile? <br />People who are 18 or older may operate snowmobiles. Anyone who is at <br />least 16 years but younger than 18 may operate a snowmobile on City <br />streets only if they have in their immediate possession a valid snowmobile <br />safety certificate. People who are at least 14 but younger than 16 may <br />make a direct crossing of a City street only if they have in their possession <br />a valid snowmobile safety certificate. <br />What type of equipment is required? <br />Snowmobiles operated in the City limits must be equipped with brakes, a <br />safety or "dead man throttle" in operating condition, a clear attached front <br />lamp of sufficient intensity to reveal people or vehicles at a distance of 100 <br />feet, at least one red tail lamp, at least 16 square inches of reflective material <br />on each side forward of the handlebars so as to reflect a 90- degree angle, <br />and a standard operating muffler. A rigid tow bar must be used when <br />towing people or things. <br />. Where can we snowmobile? <br />• On our own property; on private property if you have in your y p p y� p p p y possession <br />y y p <br />written permission of the owner or if the owner has posted clearly visible <br />signs allowing snowmobiles; on public trails designated by Council resolution <br />(of which Ramsey has none); on lakes subject to the City jurisdiction; on the <br />outside slope of trunk highways, county state -aid roads or county roads <br />regulated by the State of Minnesota or Anoka County; or public property <br />clearly posted with signs designating snowmobile areas. Snowmobiles may <br />not be operated on the right -of -way or boulevard of the City street within <br />the MUSA area of the City. <br />Snowmobiles are only allowed on City streets when operation is necessary <br />to gain access to designated snowmobile areas, private property, or areas <br />which can be used for snowmobiling per Minnesota Statutes. Snowmobiles <br />are not allowed in any City park, golf course, railroad right -of -ways, farm <br />field, school grounds, tree nurseries or planted area, or the median or area <br />between opposing lanes of traffic. <br />When may we snowmobile? <br />From 8:00 a.m. to 11:00 p.m. Sunday through Thursday; 8:00 a.m. Friday to <br />1:00 a.m. Saturday; and 8:00 a.m. Saturday to 1:00 a.m. Sunday. Snowmobiles <br />cannot be operated any place in the City during other hours. <br />REMEMBER RAMSEY <br />SNOWMOBILE REGULATIONS! <br />LOWER RUM RIVER WATER MANAGEMENT <br />ORGANIZATION <br />The Lower Rum River Water Management Organization meets on the <br />third Thursday of each month at 8:30 a.m. in the Committee Room of Anoka <br />City Hall to discuss storm and surface water issues affecting Ramsey, Anoka, <br />Andover and part of Coon Rapids.
