WHAT'S HAPPENING <br />IN RAMSEY <br />COUNCIL UPDATE <br />The Ramsey City Council conducted a regular meeting on Tuesday, <br />January 9, 2001. The Oath of Office was administered to Mayor Gamec <br />and Councilmembers Kurak and Zimmerman. <br />A presentation was given by the North Metro Mayors <br />Association regarding the impacts changes in legislation could have on <br />Local Government Aids and Fiscal Disparities for member communities. <br />Public hearings were conducted to consider execution of business <br />subsidy agreements with T & G Land, Inc. and Oldcastle Precast, <br />Inc. The T & G Land agreement was authorized, however, Council tabled <br />the Oldcastle Precast, Inc. agreement to January 23, 2001. Council <br />approved a site plan for T & G Land to construct an office /warehouse <br />facility and a metal panel warehouse accessory structure on 11.24 acres. <br />The area is generally located to the west of C.R. #116 and north of 141St <br />Avenue in the proposed Gateway North Industrial Park No. 5. <br />On December 19, 2000, Council adopted a resolution <br />calling for a special election to adopt an ordinance establishing density and <br />transition standards for new residential development. At this meeting (01/ <br />09/01), Council voted to rescind the resolution. The majority ofthe Council <br />felt that they (Council) and staff could continue to work on the density <br />transition ordinance. <br />The request for preliminary plat and site plan review of Orchard <br />Hills was brought to the Council. Orchard Hills is proposed to be 42, for - <br />sale townhome units on the property located south of 153r Avenue and <br />Bill's Superette and east of St. Francis Boulevard. The property consists <br />of approximately 10.13 acres. Council voted to invoke the 60 -day extension <br />to comply with the zoning requirements and flush out traffic generation <br />analysis with the deficiencies and return to the Planning Commission with <br />the notation that the density transition ordinance has failed and request that <br />they make a recommendation based on that fact and adding to the plat the <br />extension of Cobalt Street to 153rd Avenue and combining Outlot A with <br />the Rademacher Property. <br />Council granted site plan review and rezoning to Lyndale <br />Terminal Company for a Holiday Gas Station. The site ofthe station is <br />generally located at the intersection of T.H. #47 and Xkimo Street. <br />Council recessed the meeting to January 16, due to the lateness of <br />the hour and the number of cases still to be considered. <br />The Ramsey City Council reconvened their meeting on <br />January 16, and adopted an ordinance to require park dedication on <br />development projects that do not require subdivision of land. <br />Every survival kit should include a sense of humor: <br />Council adopted the resolution <br />organizing the Council for 2001. <br />Council approved the dates for the <br />City's annual events. <br />The Ramsey City Council <br />conducted a regular meeting on <br />Tuesday, January 23, 2001, and <br />received a petition calling for a special <br />election to amend Chapter 5 of the <br />City's Charter relating to initiative, <br />referendum and recall. <br />Council called the public hearing <br />to consider execution of a business <br />subsidy agreement with Oldcastle <br />Precast, Inc. back to order. Council <br />authorized the agreement. Council also <br />conducted a public hearing for a business <br />subsidy agreement with Pheoll <br />Fastening Systems and AMCON <br />Construction company. They authorized <br />both agreements. <br />Council approved a grading <br />permit to grade and export soils in <br />North Fork to create a second lake. <br />Council granted preliminary plat <br />approval of Northfork — St. Andrews <br />Addition that will consist of 44 new single - <br />family residential lots. <br />Council approved the preliminary <br />plat review of Gateway North Industrial <br />Park No. 5. The City is in the process of <br />platting four commercial lots in the proposed <br />Gateway Park, generally located west of <br />County Road #116 and north of 141" <br />Avenue NW. The subject property is zoned <br />BW, Business/Warehousing and consists of <br />approximately 24.6 acres. The Council then <br />granted final plat approval to Gateway <br />North Industrial Park No. 5. <br />Council granted an Interim Use <br />Permit for a temporary office structure <br />for Transwest, Inc. to continue to use the <br />temporary office structure while they work <br />with staff to explore a possible relocation <br />project in the City. <br />Council adopted a resolution <br />expressing support of station -area land <br />use planning. <br />— Anonymous <br />5 <br />
