PUBLIC WORKS DEPARTMENT JOINS <br />RECYCLING DAY ACTIVITIES <br />The City of Ramsey Public Works department is offering wooden <br />lathes again this year at its annual Recycling Day activities. The intent of <br />the program is to reduce the amount of damage caused by snowplows <br />contacting the easement (curbline) early in the snow plowing season, <br />when most of the sod damage occurs. The City will provide wooden <br />lathes for homeowners to install along the easement. The lathes should <br />be spaced every twenty to thirty feet along the easement to help plow <br />drivers identify the edge of the road early in the season. The lathes will <br />eventually break off, however, by that time they will have served its <br />purpose in establishing the curb line. <br />In the past, some residents have used metal fence posts to mark <br />the edge of the road and this causes several problems. There is the <br />danger of striking a buried utility line when installing metal posts into the <br />easement. Metal posts also present a danger to other motorists if they <br />were to slide into one of these posts with a car or snowmobile. Lastly, <br />the posts prove to be a hindrance to snow removal crews when pushing <br />snow back to provide room for visibility or additional snow storage <br />space. <br />Residents will be asked to fill out a form that will include their <br />name and address when picking up their wooden lathes. There will be <br />a limit of six lathes per household. Failure to pay would result in the <br />entire past -due amount being assessed <br />against the property, payable with property <br />taxes payable in 2003. An administrative <br />fee plus interest will be charged. <br />Notices will be mailed to service <br />addresses with delinquent billings the first <br />week of September notifying the property <br />of the delinquent billing and what will take <br />place. A public hearing to address unpaid <br />service billings will be held on September <br />24, 2002, at the Ramsey Fire Station <br />Number II, 15050 Armstrong Boulevard, <br />Ramsey, Minnesota. <br />To avoid receipt of a notice of <br />delinquent service billings, payments for <br />utility billings must be received by Connexus <br />Energy by September 1, 2002.
