Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #26-108 <br />RESOLUTION EXPRESSING FORMAL DISAPPROVAL AND CENSURE OF <br />GOVERNOR TIM WALZ REGARDING THE MISMANAGEMENT OF STATE <br />RESOURCES AND OVERSIGHT FAILURES <br />WHEREAS, the City of Ramsey relies upon the integrity of state -managed programs and <br />the prudent stewardship of public funds to ensure the welfare of its citizens; and <br />WHEREAS, recent audits and investigations, including reports from the Office of the <br />Legislative Auditor (OLA), have identified significant failures in oversight regarding state - <br />administered programs, most notably the "Feeding Our Future" fraud case involving the <br />misappropriation of over $250 million in public funds; and <br />WHEREAS, the Governor, as the Chief Executive of the State of Minnesota, bears <br />ultimate responsibility for the performance and accountability of executive branch agencies, <br />including the Department of Education and the Department of Human Services; and <br />WHEREAS, the failure to implement adequate "stop -gap" measures or respond to early <br />warnings of systemic fraud has resulted in the largest pandemic -era fraud scheme in the United <br />States, occurring within the borders of Minnesota; and <br />WHEREAS, every dollar lost to fraudulent activity and administrative negligence is a <br />dollar diverted away from local infrastructure, public safety, and Local Government Aid (LGA) <br />that directly benefits the residents of Ramsey; and <br />WHEREAS, the City Council of Ramsey believes that public trust in government is eroded <br />when there is a lack of accountability for the mismanagement of taxpayer resources at the highest <br />levels of state leadership. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) OFFICIAL CENSURE: The City Council hereby issues a formal Statement of Censure <br />against Governor Tim Walz for the lack of executive oversight and the resulting <br />misappropriation of state resources. <br />2) DEMAND FOR ACCOUNTABILITY: The City Council calls upon the Minnesota State <br />Legislature to exercise its full oversight authority to ensure those responsible for these <br />administrative failures are held accountable and that such misappropriation never occurs <br />again. <br />
