<br />11 <br /> <br />* SNOWMOBILE SEASON: *~~ '* <br /> <br />WHAT You NEED To KNow · . <br /> <br />In 2002, the Ramsey City Council considered mal<ing <br />changes to the Recreational Vehicle ordinance which regulates <br />the operation of snowmobiles and other recreational vehicles in <br />the City of Ramsey. The Council did not approve any of the <br />proposed changes to the current Recreational Vehicle ordinance. <br />The following information should help you understand the current <br />city ordinances and state laws that regulate the operation of <br />snowmobiles and other recreational vehicles in the City of Ramsey. <br />WHEN CAN WE SNOWMOBILE? <br />. Between the hours of 8:00 AM to 11 :00 PM Sunday <br />through Thursday. <br />. Between the hours of 8:00 AM Friday to 1 :00 AM <br />Saturday. <br />. Between the hours of 8:00 AM Saturday to 1 :00 AM <br />Sunday. <br />. One half-hour after sunset to one half-hour before <br />sunrise you MUST operate your snowmobile in the <br />same direction as traffic flow. <br /> <br /> <br />WHERE CAN WE SNOWMOBILE? <br />. You can snowmobile on your own property. <br />. On the property of another person if you have IN <br />YOUR POSSESSION written permission of the <br />owner of that land. <br />. On the land of a person who has clearly visible signs <br />allowing snowmobiles. <br />. You can operate on public trails that are designated <br />by the City Council. Ramsey has NONE of these <br />trails in the City limits. <br />. Right-hand portion of roadway in MUSA area. <br />. On lakes that are subject to the City's jurisdiction. <br />The only lake of this type in Ramsey is Emerald Pond. <br />. On the right-of-ways of State Trunk Highways and <br />County State Aid roads. <br />. On the right-of-ways of City streets in NON-MUSA <br />AREAS. <br /> <br />WHERE IS IT ILLEGAL TO SNOWMOBILE? <br />. On someone's land without his or her permission. <br />. City Parks. You may operate on the water of Emerald <br />Pond but NOT in the park area. <br />. Railroad right-of-ways. <br />. Golf Courses. <br />. School grounds. <br />. Tree Nurseries or planted areas. <br />. In the median or area between opposing lanes of <br />traffi c. <br />Continued on Page 14 <br /> <br />MAILBOX <br />REPLACEMENT POLICY <br /> <br />Mailboxes installed and maintained to City <br />U.S. Post Office regulations which are damaged as <br />a result of direct contact by City snow removal <br />equipment will be temporarily repaired within 48 hours <br />of receiving notification of such damage. If the <br />mailbox cannot be temporarily repaired, a portable <br />mailbox will be set in place so mail service will be <br />continued. The City will replace the damaged mailbox <br />structure the following spring with a standard No.1 <br />blacl<, white, or silver mailbox mounted on 4-by 4- <br />inch treated post. <br />Residents whose mailboxes are l<nocl<ed <br />down as a result of direct contact by City snow <br />removal equipment may request $75 allowances, if <br />they so choose, to replace the mailbox structures <br />themselves, relieving the City of any further obligation. <br />In such cases, the City will provide portable, <br />temporary mailboxes until the following spring. <br />Mailboxes, which are not installed to City <br />and U.S. Post Office regulations, or are damaged <br />due to snow deposited from plows (versus being hit <br />by City snow removal equipment), will not be <br />replaced. The City is not responsible for damage to <br />media or paper boxes and will not repair them. <br /> <br />BOULEVARD <br />STAKING POLICY <br /> <br />City of Ramsey policy prohibits the use of <br />metal fence posts and other non-breal<away materials <br />in the public right of way. City staffwill remove <br />materials that pose a threat to public safety or interfere <br />with maintenance operations. Wooden lathe are <br />available in limited quantities at City Hall for use in <br />marl<ing the boulevard for snow removal purposes. <br />Small fiberglass poles and aluminum poles with <br />reflectors may also be used, but will be the <br />responsibility of the homeowner to maintain them. <br />The purpose of the policy is to remove stalGng <br />from the public right of way that causes an unnecessary <br />threat to public safety and which hinders snow <br />removal operations. <br /> <br />He who hesitates is not only lost, but miles from the next exit. - Anonymous <br />
