<br />14 <br /> <br />SNOWMOBILE ARTICLE CONTINUED FROM PAGE 10 <br /> <br />. On the right-of ways of City streets INSIDE the MUSA area. <br /> <br />WHO CAN OPERATE A SNOWMOBILE? <br />. People who are 18 or older. Effective 1 % 1/1998, persons who were <br />born after December 31, 1976, must possess a snowmobile safety <br />certificate. This is true even if the person is over 18. <br />. A person who is at least 14 but younger than 18 may operate a <br />snowmobile if they have a valid safety certificate IN THEIR <br />POSSESSION. <br />. A person younger than 14 may NOT operate a snowmobile on any <br />street in the City of Ramsey. <br /> <br />WHAT EQUIPMENT IS REQUIRED ON A SNOWMOBILE? <br />. Bral(es to stop and control the movement of the snowobile. <br />. A "dead man throttle". <br />. A headlight of sufficient intensity to reveal people or objects at a <br />distance of 100 feet. <br />. At least one red taillight. <br />. 16 square inches of reflective material in front of the handle bars. <br />. The muffler must be in worl(ing order and not modified at all. <br />. If towing people or things you must use a rigid tow bar. <br /> <br />Although a landowner maintains the road right-of-way, they are <br />publicly owned. Therefore, landowners CANNOT place barricades, <br />fences, posts, or other objects, including snow piles, in the right-of-way. <br />If they place such items in the right-of-way they are subj ect to civil liability <br />in the event these items cause injury or damage to a vehicle. <br />Please contact the Ramsey Police Department for a full copy of the <br />snowmobile ordinances at (763) 427-6812. The map below depicts the MUSA <br />and non-MUSA areas of the City - areas below the black line are MUSA, above <br />the black line are non-MUSA. <br /> <br /> <br />COMMUNITY <br />ACTIVITY SIGN <br /> <br />If you are interested in renting <br />space on the Community Activities sign <br />at the Ramsey Municipal Center, <br />please call Kathy Schmitz at 763-433- <br />9844. <br /> <br />RECREATIONAL FIRES <br />MUST BE 50' <br /> <br />FROM STRUCTURES <br /> <br />Be sure to follow the City's <br />burning regulations if winter inspires <br />you to have a recreational fire. <br />A recreational fire is an area <br />of no more than three feet in diameter <br />or nine square feet. It must be located <br />at least 50 feet from any structure or <br />vehicle. Burning barrels are prohibited. <br />Use only dry, clean wood. <br />Plywood, chipboard and other products <br />containing resins or glues are strictly <br />prohibited. Painted and preservative- <br />treated wood scraps can give off toxic <br />smoke. Don't inhale! Running grass <br />fires are prohibited, except for prairie <br />restoration. Burning leaves, grass and <br />debris is also prohibited. <br />Recreational burning is <br />allowed only between the hours of 6 <br />p.m. and 6 a.m. Fires must be attended <br />by an adult at all times until completely <br />extinquished. A garden hose connected <br />to water should be nearby. Violations <br />can be subject to a citation, including <br />extinguishment charges of $250 per <br />hour. <br />Be respectful of weather <br />conditions, neighbors, burning bans, <br />and air quality so that nuisance, health <br />or safety hazards will not be created. <br />Open fires larger than three <br />feet in diameter require a permit which <br />can be obtained at City Hall. A <br />complete copy of Ramsey City <br />Ordinance #92-03, which regulates <br />burning, is also available at City Hall. <br /> <br />If you can smile when things go wrong, you have someone in mind to blame. - Anonymous <br />
