4 <br />HAPPY DAY <br />WEIGHT PULLING <br />FOR DOGS <br />Looking for a new activity to keep you <br />and your dog busy? Weight pulling just might <br />be your answer. It promotes physical <br />conditioning, strengthens the bond between dog <br />and handler and provides for a constructive <br />outlet for canine competition. <br />Much like a tractor pull, the object of <br />the weight pull is to see who can pull the heaviest <br />load. The dog must pull a weighted cart (or <br />sled in the winter) a total distance of 16 feet in <br />45 seconds or less. <br />Weight pulling is open to dogs of any <br />breed or mix, large or small, it doesn't matter <br />as the dogs are divided into weight divisions <br />and compete with other dogs of same or similar <br />size. Some of the most popular breeds seen in <br />weight pulling are Alaskan Malamutes, St. <br />Bernard's, Siberian Huskies, Samoyeds, <br />Rottweiler's, Pit Bulls and mixed breeds. The <br />largest dog seen competing was an English <br />Mastiff weighing in at approximately 250 lbs., <br />and the smallest has been a 12 lb. Poodle. <br />This year at the Happy Days <br />Celebration in the City of Ramsey the Greater <br />Twin Cities St. Bernard Club in conjunction with <br />the Tri -State Alaskan Alaskan Malamute Club <br />will be putting on a weight pull. The weight <br />pull is open to dogs of any and all breeds. Don't <br />have a harness for your dog, but would like to <br />give it a try? We will have harnesses that can <br />be borrowed at the pull so you can give it a try. <br />Registration for the pull will be from <br />9:00 a.m. to 10:30 a.m., with a handlers meeting <br />at 10:30 a.m. The pull will start at 11:00 a.m. <br />Cost is $5.00 for novice (beginners) dogs and <br />$10.00 for regular classes. Trophies will be <br />offered for 1st — 3 place in each weight class, <br />and ribbons for 1st — 3 place in the novice <br />classes. There will also be a trophy for the <br />highest percentage of weigh pulled. <br />The weight classes are as follows: <br />60 lbs or less <br />61 lbs to 80 lbs <br />81 lbs to 100 lbs <br />101 to 120 lbs. <br />121 lbs — unlimited <br />TAX INCREMENT <br />ANNUAL DISCLOSURE <br />The fiscal disparity property tax law provides that the growth in <br />commercial - industrial property tax values is shared throughout the area. <br />In a tax increment financing district, this value can either result in a tax <br />increase for other properties in the municipality or result in a decrease in <br />tax increment financing district revenue depending on how the tax <br />increment district is established. <br />Tax Increment Financing Districts #1, #2 and #4 located in the <br />City of Ramsey do not share their growth in commercial - industrial <br />property Tax values. This results in an increase in property taxes for <br />other properties located in the City of Ramsey. For taxes payable in <br />2002, this increase on other properties amounted to $144,752 ($13,080, <br />$111,093, $20,579, respectively, for Tax Increment Financing Districts <br />#1, #2, and #4.) <br />Additional information regarding each district may be obtained <br />from Sean Sullivan at 763-427-1410. <br />CERTIFICATION OF <br />DELINQUENT SERVICE BILLINGS <br />Ramsey City Ordinances and Minnesota Statutes allow for the <br />annual certification of delinquent service billings, which may include <br />water, sewer, street lighting, recycling, storm water, penalties incurred, <br />and any other types of service billings that are unpaid as of September <br />1, 2003. Failure to pay would result in the entire past -due amount being <br />assessed against the property, payable with property taxes payable in <br />2004. An administrative fee plus interest will be charged. <br />Notices will be mailed to service addresses with delinquent <br />billings the first week of September notifying the property of the delinquent <br />billing and what will take place. A public hearing to address unpaid <br />service billings will be held on September 23, 2003, at the Ramsey Fire <br />Station Number I- 15050 Armstrong Boulevard, Ramsey, Minnesota. <br />To avoid receipt of a notice of delinquent service billings, <br />payments for utility billings must be received by Connexus Energy by <br />September 1, 2003.
