Landfill Tipping Fund — Revenue source was the landfill tipping fees <br />that the City received when the landfill was in operation. Allowable <br />expenditures are authorized by Minnesota Statute 115A.921 for <br />mitigating and compensating for the local risks, costs and other adverse <br />effects of landfills. <br />3. Revolving Loan Fund — Used to account for loans authorized by the <br />City to prospective private businesses in accordance with Chapter 469 <br />of the Minnesota State Statutes. <br />4. MN Dept of Natural Resources Grant — Revenue source is grant <br />funds received from Department of Natural Resources (DNR) with <br />allowable expenditures being only those items outlined in the grant <br />agreement. <br />5. Future Sealcoating Fund — Revenue source is contributions from <br />developers to offset the costs of future sealcoating work. <br />6. Peace Officers Fund — Revenue source is those funds obtained <br />through such activities as forfeitures from drug /DWI arrests. Allowable <br />expenditures are only those items which relate solely to public safety. <br />7. Lawful Gambling Fund — The City receives a small percentage of <br />the net revenue from lawful gambling establishments to be used <br />exclusively for recreation and athletic facilities, intended to benefit <br />persons under age 21. State Statute Chapter 349 directs how gambling <br />funds may be used. <br />8. Tree & Sod Escrow Fund — Used to account for escrows collected <br />from developers or builders to guarantee installation of trees and sod <br />as required in City code. Escrow is released back to developer /builder <br />when requirements are met. <br />9. Equipment Revolving Fund — Funding consists of a transfer of the <br />annual depreciation of the City's capital items. Funds are to be used to <br />help finance the replacement of the City's capital equipment such as <br />squad cars, plow trucks, computers, etc. <br />10. Economic Development Authority Fund (EDA) — Revenues are <br />generated from economic development activities that occur in the City <br />such as the sale of land. Expenditures are also to be related to economic <br />development activities such as the purchase of land for clean -up and/ <br />or resale. <br />11. Storm Water Management Fund — Revenue consists of those <br />contributions from developers that will be used for future storm water <br />projects. <br />DEBT SERVICE FUNDS — Debt Service Funds are used to account for <br />the accumulation of resources for, and the payment of, general long term debt and <br />interest. When the City needs funding to cover such items as Fire Stations and <br />street construction, the City will borrow funds by issuing bonds to cover the costs of <br />the project. Debt service funds keep track of all principal and interest payments <br />made to pay back the borrowed funds.
