<br />National Night Out was another wonderful
<br />celebration of community. With increasing participation
<br />every year, it's the largest city-wide event yet! On Monday,
<br />August 2nd, we began our kick-off with an open house at
<br />the police department. Residents stopped in to sign up for
<br />drawings, gather identity theft information and share a donut
<br />or a burger with our staff. We also offered free ID cards
<br />for children with our new system which produces an ID
<br />that has important contact information on it, one fingerprint
<br />and the child's digital photo. The evening celebrations on
<br />NNO topped off at 29 neighborhood parties throughout
<br />the city, eight of them were in new neighborhoods, and
<br />two were all adult parties. It's a great way to meet your
<br />new neighbors. Almost everyone was able to have special
<br />visits from the Police and Fire departments, McGruff or
<br />Scruff, and city council members.
<br />We had 55 children turn in completed coloring
<br />contests. Congratulations to our three winners of the NNO
<br />coloring contest. Kelsey Jindra (age 3) won a gift
<br />certificate to Toys R Us, a NNO Bear and a NNO t-shirt.
<br />Marissa Alexy (age 9) won a new bil(e, compliments of
<br />Ramsey Bicycle, and a NNO t-shirt. Jami Willenbring (age
<br />11) won a pool party, compliments of Comfort Suites in
<br />Ramsey, and a NNO t-shirt.
<br />The 2004 "Award of Excellence" goes to Lisa
<br />Bednorz and her neighbors on 148th Lane NW.
<br />Congratulations to them for bringing awareness and
<br />education to some of the leading causes of childhood injury
<br />or death. They focused on bil(e and pedestrian injuries,
<br />first aid, and fall injuries. Their neighborhood will be
<br />awarded the Award of Excellence sign to have in their
<br />neighborhood for the next year and a $100 gift certificate
<br />to be used at their next neighborhood event. Thanl( you to
<br />everyone who competed this year, everyone did a
<br />wonderful job. We hope that your neighborhood benefited
<br />from the experience of researching and teaching prevention
<br />for decreasing unintentional injuries to children.

<br />FREE GUN LOCKS
<br />
<br />Safe Kids Partners with Project ChildSafe
<br />
<br />The Anoka County Chapter of MN Safe Kids has
<br />partnered with Project ChildSafe in an effort to distribute over
<br />20 million free firearm safety kits that include a gun locking
<br />device and l(ey safety messages for parents across the nation.
<br />Firearm accidents in the home can result from an
<br />unauthorized individual, often a child, finding a loaded and
<br />unsecured firearm in the home. The risk of firearms causing
<br />unintentional injuries or deaths can be reduced when firearms
<br />owners are aware of and fully understand their responsibility
<br />to handle firearms safely and store them in a secure manner.
<br />The goal of Project ChildSafe is to inform and educate all
<br />firearms owners on safety issues and to provide kits that
<br />include a gun lock.
<br />To receive your free gun lock, stop by the Ramsey
<br />Police Department during normal business hours. We've
<br />all seen or read too many heartbreaking stories about children
<br />finding unlocked guns in their homes and using them as toys -
<br />with tragic consequences. An unlocl(ed gun is an invitation to
<br />tragedy. Please take advantage of this opportunity to locl( up
<br />all firearms by stopping by to receive yours.

<br />CERTIFICATION OF
<br />DELINQUENT SERVICE BILLINGS
<br />
<br />Ramsey City Ordinances and Minnesota Statutes
<br />allow for the annual certification of delinquent service billings,
<br />which may include water, sewer, street lighting, recycling, storm
<br />water, penalties incurred, and any other types of service billings
<br />that are unpaid as of September 1,2004. Failure to pay would
<br />result in the entire past-due amount being assessed against
<br />the property, payable with property taxes payable in 2005.
<br />An administrative fee plus interest will be charged.
<br />Notices will be mailed to service addresses with
<br />delinquent billings the first week of September notifying the
<br />property of the delinquent billing and what will take place. A
<br />public hearing to address unpaid service billings will be held
<br />on September 28,2004, during the regular Council meeting, at
<br />the Ramsey Fire Station Number 1- 15050 Armstrong
<br />Boulevard, Ramsey, Minnesota.
<br />To avoid receipt of a notice of delinquent service
<br />billings, payments for utility billings must be received by
<br />Connexus Energy by September 1, 2004. Other delinquencies
<br />should be paid directly to the City of Ramsey and must be
<br />received by September 1,2004.
