9 MOTOR VEHICLE TRACKS AND TRAILS Tracks and trails for riding motor vehicles are prohibited in the City of Ramsey unless the tracl(s and trails are 1000 feet from any residence other than the owner's and at least 50 feet from property lines, public streets, utilities or easements. Ramsey's Public Nuisance Ordinance also states that blowers, fans, engines, air compressors, automobiles, motorcycles, snowmobiles, boats, motorized bil(es, scooters, ATV's, offhighway motorcycles, off road vehicles, go-carts, remote controlled vehicles, or other vehicles powered by a motor, must have a muffler device sufficient to deaden and prevent noise that might annoy, disturb or affect the comfortable enj oyment of life or property. Radios, musical instruments, or other devices cannot be operated with a volume in the excess of that reasonably necessary for the convenient hearing of the person operating the device. Sound levels have been established by the City and a decibel meter will be used to obtain readings when necessary. Violations of the Public Nuisance Ordinance are misdemeanors, and may be punishable by a fine of $700 and 90 days in jail. A copy of the full ordinance is available at City Hall or the Police Department. Reminder: most unlicensed vehicles including dirt bikes, go- carts, and scooters are NOT allowed on the public streets in the City of Ramsey. T AX INCREMENT ANNUAL DISCLOSURE The fiscal disparity property tax law provides that the growth in commercial-industrial property tax values is shared throughout the area. In a tax increment financing district, this value can either result in a tax increase for other properties in the municipality or result in a decrease in tax increment financing district revenue depending on how the tax increment district is established. Tax Increment Financing Districts # 1, #2 and #4 located in the City of Ramsey do not share their growth in commercial-industrial property Tax values. This results in an increase in property taxes for other properties located in the City of Ramsey. For taxes payable in 2003, this increase on other properties amounted to $175,220 ($15,578, $137,832, $21,810, respectively, for Tax Increment Financing Districts #1, #2, and #4.) Additional information regarding each district may be obtained from Sean Sullivan at 763- 433-9829. ELMCREST PARK UPDATE Elmcrest Park improvements are currently under way and nearing completion! Elmcrest Park is in the northeast quadrant of the city near Highway 47 and 167th Avenue. The irrigated soccer fields were constructed several years ago; however use of the fields were delayed until on- site parking could be provided. Construction of the parl( facilities was authorized this summer and construction is proceeding with completion anticipated in September 2004. The new parldng facilities will provide 400 parking stalls. The parl(ing includes spaces for buses and recreational vehicles, common features at soccer tournaments. The field area has space for 5 regulation soccer fields, or several more smaller fields, and will relieve the pressure on Central Park for field space. Trails will be constructed around the perimeter of the fields and through undeveloped areas of the park as part of this project. The park can be accessed from the end of Quicksilver Street, south of 167th Avenue or from 163rd Avenue at Uranium Street.
