<br />9 <br /> <br />MOTOR VEHICLE <br />TRACKS AND TRAILS <br /> <br />Tracks and trails for riding motor vehicles are prohibited in <br />the City of Ramsey unless the tracl(s and trails are 1000 feet from any <br />residence other than the owner's and at least 50 feet from property <br />lines, public streets, utilities or easements. <br />Ramsey's Public Nuisance Ordinance also states that blowers, <br />fans, engines, air compressors, automobiles, motorcycles, snowmobiles, <br />boats, motorized bil(es, scooters, ATV's, offhighway motorcycles, off <br />road vehicles, go-carts, remote controlled vehicles, or other vehicles <br />powered by a motor, must have a muffler device sufficient to deaden <br />and prevent noise that might annoy, disturb or affect the comfortable <br />enj oyment of life or property. Radios, musical instruments, or other <br />devices cannot be operated with a volume in the excess of that <br />reasonably necessary for the convenient hearing of the person operating <br />the device. <br />Sound levels have been established by the City and a decibel <br />meter will be used to obtain readings when necessary. Violations of <br />the Public Nuisance Ordinance are misdemeanors, and may be <br />punishable by a fine of $700 and 90 days in jail. A copy of the full <br />ordinance is available at City Hall or the Police Department. <br />Reminder: most unlicensed vehicles including dirt bikes, go- <br />carts, and scooters are NOT allowed on the public streets in the City <br />of Ramsey. This results in an increase in property <br />taxes for other properties located in the City of <br />Ramsey. For taxes payable in 2003, this increase <br />on other properties amounted to $175,220 ($15,578, <br />$137,832, $21,810, respectively, for Tax Increment <br />Financing Districts #1, #2, and #4.) <br />Additional information regarding each <br />district may be obtained from Sean Sullivan at 763- <br />433-9829. <br /> <br />ELMCREST PARK UPDATE <br /> <br />Elmcrest Park improvements are currently <br />under way and nearing completion! Elmcrest Park <br />is in the northeast quadrant of the city near <br />Highway 47 and 167th Avenue. The irrigated <br />soccer fields were constructed several years ago; <br />however use of the fields were delayed until on- <br />site parking could be provided. Construction of <br />the parl( facilities was authorized this summer and <br />construction is proceeding with completion <br />anticipated in September 2004. <br />The new parldng facilities will provide 400 <br />parking stalls. The parl(ing includes spaces for <br />buses and recreational vehicles, common features <br />at soccer tournaments. The field area has space <br />for 5 regulation soccer fields, or several more <br />smaller fields, and will relieve the pressure on <br />Central Park for field space. Trails will be <br />constructed around the perimeter of the fields and <br />through undeveloped areas of the park as part of <br />this project. <br />The park can be accessed from the end <br />of Quicksilver Street, south of 167th Avenue or <br />from 163rd Avenue at Uranium Street. The <br />Quicksilver Street access is gravel at this time; it <br />will be upgraded in the future to a paved street. <br /> <br />The journey 0.[ a thousand nlile starts with a single step. <br />
