<br />9 <br /> <br />Snowmobile Season Continued From Page 7 <br /> <br />WHO CAN OPERATE A SNOWMOBILE? <br />. People who are 18 or older. Effective 10/01/1998, persons who <br />were born after December 31, 1976, must possess a snowmobile <br />safety certificate. This is true even if the person is over 18. <br />. A person who is at least 14 but younger than 18 may operate a <br />snowmobile if they have a valid safety certificate IN THEIR <br />POSSESSION. <br />. A person younger than 14 may NOT operate a snowmobile on any <br />street in the City of Ramsey. <br /> <br />WHAT EQUIPMENT IS REQUIRED ON A SNOWMOBILE? <br />. Brakes to stop and control the movement of the snowmobile. <br />. A "dead man throttle". <br />. A headlight of sufficient intensity to reveal people or objects at a <br />distance of 100 feet. <br />. At least one red taillight. <br />. 16 square inches of reflective material in front of the handle bars. <br />. The muffler must be in worl(ing order and not modified at all. <br />. If towing people or things you must use a rigid tow bar. <br /> <br />Although a landowner maintains the road right-of-way, they <br />are publicly owned. Therefore, landowners CANNOT place <br />barricades, fences, posts, or other objects, including snow piles, in <br />the right-of-way. If they place such items in the right-of-way they are <br />subject to civil liability in the event these items cause injury to <br />persons or damage to a vehicle. <br />Please contact the Ramsey Police Department for a copy of the <br />snowmobile regulations at (763) 427-6812. The map below depicts the MUSA <br />and non-MUSA areas of the City - areas below the black line are MUSA, <br />above the blacl( line are non-MUSA. <br /> <br /> <br />SNOWPLOWING <br /> <br />The winter season is fast <br />approaching and we all know what that <br />means - Snowplowing! The Public Works <br />Department is responsible for clearing all <br />city streets and municipal parking lots. This <br />equates to over 300 lane miles of roads. <br />The Public Works Department makes every <br />attempt to avoid damage, but because of <br />the conditions encountered during plowing <br />and the size of the equipment used, it is <br />sometimes difficult to judge where the edge <br />of the pavement ends, and where the grass <br />begins. <br />The City retains an easement on <br />the edge of the road for snow storage <br />purposes. When sod is damaged due to <br />plowing in this easement it will be repaired, <br />in the spring, with blacl( dirt and grass seed. <br />Irrigation systems, landscaping and plant <br />materials placed in the City's easement will <br />not be repaired and are the responsibility of <br />the homeowner. <br />Several things can be done to <br />diminish the chance of damage to the <br />easement near your home. <br /> <br />1) Place wooden lath every 20 to 30 <br />feet along the boulevard to mark <br />the road edge. <br />2) Pay special attention when staking <br />corners and radiuses, as they are <br />difficult to judge after a snowfall <br />3) Check the condition of your <br />mailbox. Is the main post rotted? <br />Is the box itself firmly secured to <br />the post?
