CITY NEWSLETTER • WWW.CI.RAMSEY.MN.US <br />UPDATE ON NEW RAMSEY <br />MUNICIPAL CENTER <br />At their regular meeting of March 22nd, 2005, the <br />Ramsey City Council authorized bidding for the new Municipal <br />Center project. The bid period for the project is April 8th, 2005 <br />- May 5th, 2005. Information about the project and images of <br />the building is available on our website at <br />www.ci.ramsey.mn.us. City Council will consider issuing the <br />Lease Revenue Bonds and authorizing the contracts for the <br />project at their regular meeting of May 24th, 2005. With this <br />authorization construction could commence in early June; the <br />building would be ready for move -in by late fall 2006. If you <br />are an interested contractor, please contact Cheryl Badinger <br />at 3D /I Construction Managers at 612- 656 -7000; plans and <br />specifications are available for review at most metro area <br />builders exchanges. <br />WANTED: <br />FIREFIGHTERS <br />An informational session will be held Monday, May 9, <br />2005 from 7:00 PM — 9:00 PM at Fire Station #1 (15050 <br />Armstrong Blvd.) for individuals interested in becoming <br />Firefighters. The Fire Department is looking for men and <br />women who are at least 18 years of age, responsible, <br />enthusiastic, and willing to serve their community at any time <br />to be Firefighters. Firefighters respond to a variety of <br />emergency and non - emergency events related to fires, <br />hazardous materials, rescue, confined space rescue and water <br />rescue. Firefighters are also responsible for fire inspection, <br />investigation, and community education. The 2005 hourly rate <br />is $12.50 for training, meetings and fire calls, plus benefits. AA /EEO <br />• MAY/JUNE ZOOS •VOLUME ZO NO. 3 <br />CITY COUNCIL REPLEALS <br />MANDATORY HOOK —UP FOR <br />CITY SEWER AND WATER SERVICES <br />In the 1990's, the Ramsey City Council adopted <br />ordinances that required connection to the municipal sewer <br />and /or water system at the time of sale of a property or in <br />the event of a failed septic system or well if the municipal <br />sewer and water services were available. In an effort to <br />address concerns of residents regarding the extension of <br />municipal services, the Ramsey City Council has adopted <br />an ordinance amending sections 4.70.04 and 4.70.05 of <br />City Code. These amendments repeal the requirement <br />that previously existed in City Code for residents to connect <br />to the municipal sewer and /or water system. Residents <br />desiring municipal sewer and water are now required to <br />petition for such improvements for their subdivision or <br />property. If an existing septic or well becomes non- <br />functional or fails, a resident would have the option to <br />replace the system or petition for services. The portions <br />of City Code which were deleted and amended are listed <br />below: <br />The following section of City Code was deleted: <br />4.70.05 Sale of Property. Upon sale or transfer of title <br />of a residential improved property by a property owner <br />who elected to remain on a functional private sewer and/ <br />or water system, and whose property was therefore not <br />assessed for City utilities, the City may levy an assessment <br />on said property in an amount consistent with the original <br />assessment. <br />The following section of City Code was amended <br />(underlined portions added): <br />4.70.04 Repair of Systems. An existing home which is <br />serviced by a non-functional private sewer and /or private <br />water system shall be required to either (1) connect to the <br />City's sewer system if the home's sewer system is non- <br />functional or connect to the City's water system if the <br />home's water system is non - functional.
