CITY NEWSLETTER • WWW.CI.RAMSEY.MN.US UPDATE ON NEW RAMSEY MUNICIPAL CENTER At their regular meeting of March 22nd, 2005, the Ramsey City Council authorized bidding for the new Municipal Center project. The bid period for the project is April 8th, 2005 - May 5th, 2005. Information about the project and images of the building is available on our website at www.ci.ramsey.mn.us. City Council will consider issuing the Lease Revenue Bonds and authorizing the contracts for the project at their regular meeting of May 24th, 2005. With this authorization construction could commence in early June; the building would be ready for move -in by late fall 2006. WANTED: FIREFIGHTERS An informational session will be held Monday, May 9, 2005 from 7:00 PM — 9:00 PM at Fire Station #1 (15050 Armstrong Blvd.) for individuals interested in becoming Firefighters. The Fire Department is looking for men and women who are at least 18 years of age, responsible, enthusiastic, and willing to serve their community at any time to be Firefighters. Firefighters respond to a variety of emergency and non - emergency events related to fires, hazardous materials, rescue, confined space rescue and water rescue. Firefighters are also responsible for fire inspection, investigation, and community education. The 2005 hourly rate is $12.50 for training, meetings and fire calls, plus benefits. AA /EEO • MAY/JUNE ZOOS •VOLUME ZO NO. 3 CITY COUNCIL REPLEALS MANDATORY HOOK —UP FOR CITY SEWER AND WATER SERVICES In the 1990's, the Ramsey City Council adopted ordinances that required connection to the municipal sewer and /or water system at the time of sale of a property or in the event of a failed septic system or well if the municipal sewer and water services were available. In an effort to address concerns of residents regarding the extension of municipal services, the Ramsey City Council has adopted an ordinance amending sections 4.70.04 and 4.70.05 of City Code. These amendments repeal the requirement that previously existed in City Code for residents to connect to the municipal sewer and /or water system. Residents desiring municipal sewer and water are now required to petition for such improvements for their subdivision or property. If an existing septic or well becomes non- functional or fails, a resident would have the option to replace the system or petition for services. The portions of City Code which were deleted and amended are listed below: The following section of City Code was deleted: 4.70.05 Sale of Property. Upon sale or transfer of title of a residential improved property by a property owner who elected to remain on a functional private sewer and/ or water system, and whose property was therefore not assessed for City utilities, the City may levy an assessment on said property in an amount consistent with the original assessment. The following section of City Code was amended (underlined portions added): 4.70.04 Repair of Systems. An existing home which is serviced by a non-functional private sewer and /or private water system shall be required to either (1) connect to the City's sewer system if the home's sewer system is non- functional or connect to the City's water system if the home's water system is non - functional.
