<br />INeWsletter - 06 MarjApr <br /> <br />2/23/06 <br /> <br />4:02 PM <br /> <br />pag~ <br /> <br />~ <br /> <br />Construction on New Municipal Center and Parking <br />Facility Progressing on Schedule <br /> <br />+ <br /> <br />Construction of the new <br />Ramsey Municipal Center and the <br />Municipal Parking Facility, both cur- <br />rently underway within the Ramsey <br />Town Center Development, are pro- <br />gressing on schedule and on budget. <br />The Municipal Center will be com- <br />pleted in October of 2006. City staff <br />is currently in the planning stages for <br />the transition to the new facility <br />which is tentatively scheduled for <br />mid-October 2006. The Parking <br />Facility will be completed in July <br />2006. The city recently applied for a <br />CMAQ (Congestion Mitigation Air <br />Quality) Grant that would provide <br />funding for express bus service from <br />the Ramsey M unici pal Parking <br />Facility to downtown Minneapolis <br /> <br /> <br />Development <br /> <br />via N orthstar Commuter buses and <br />the immediate expansion of the park- <br />ing facility with the addition of 200 <br />parking stalls. CMAQ grant awards <br />will be finalized by the Met Council <br />in early spring; stay tuned to future <br />newsletters and the city's website for <br />information regarding transit <br />improvements for Ramsey. T ;, <br /> <br />Municipal Center, contact Heidi <br />Nelson, Assistant City Administrator <br />at 763-433-9817; questions regarding <br />the Municipal Parking Facility and <br />the CMAQ Grant can be directed to <br />Brian Olson, Assistant Director of <br />Public Works / Principal City <br />Engineer at 763-433-9825. <br /> <br />+ <br /> <br />Work in Progress to Develop <br />a Housing Plan for the Community <br /> <br />In the Spring of 2005, the <br />Ramsey City Council formed a <br />Housing and Redevelopment <br />Authority (HRA). The main purpose <br />of the HRA is to serve as a tool to <br />implement the housing goals of the <br />city's Comprehensive Plan. <br />The city of Ramsey <br />Comprehensive Plan identifies goals <br />and policies which include providing <br />a balanced supply of housing for peo- <br />ple of all income levels, ethnicity and <br />physical abilities; to eliminate barri- <br />ers to construction of affordable <br />housing units; to add and preserve <br />the existing supply of affordable <br />housing; to provide mechanisms to <br /> <br />prevent and remove blight in residen- <br />tial, industrial and commercial <br />neighborhoods. <br />This past Fall, the City Council <br />submitted a request to the Anoka <br />County HRA for a market analysis <br />addressing senior and workforce <br />housing in the city. The market <br />analysis will assess the potential <br />demand for a variety of housing <br />products in Ramsey. It is anticipated <br />that this report should be available in <br />the very near future. <br />The city HRA has also engaged <br />the services of a consultant to assist <br />city staff in the development of a <br />Housing Plan for the city. The Plan <br /> <br />would describe housing needs, estab- <br />lish goals, identify development and <br />redevelopment areas, list financial <br />tools available, develop architectural <br />standards, and could also address <br />public outreach, education, and mar- <br />keting. Development of such a plan <br />will involve participation of the <br />HRA, City Council, Planning <br />Commission and residents of the <br />community. Please watch your city <br />newsletter for more information <br />regarding the development of this <br />master Housing Plan.
