There may also be other features such as landscaping and existing trees to consider when making <br />this determination. <br />Municipal utilities do not exist within this project area, which is in the 2040 MUSA. The closest city sewer and <br />water lines are located at the north end of Bowers Drive, approximately 1,400 feet east of Beatty Avenue. The <br />project does not propose to extend sewer and water to this subdivision. Staff is not aware of a desire for municipal <br />utilities from any of the residents, and municipal utilities can be extended to serve this area in the future without <br />impacting the paved streets. <br />C1P level project costs are $280,000 ($250,000 Tax Increment Fund #2, $30,000 Storm Water Utility Funds). <br />Project Timelines <br />City staff is proposing to prepare plans and specifications for 2027 pavement management program projects <br />in-house, as part of their normal duties. The following are the proposed general project timelines: <br />May 26, 2026 <br />Summer 2026 / Winter 2027 <br />Fall 2026 / Winter 2027 <br />Winter 2027 <br />Spring 2027 <br />Summer / Fall 2027 <br />City Council Authorization to prepare plans and specifications <br />Staff prepares plans and specifications <br />City Council approve plans, authorize bidding <br />Bid opening, City Council award contracts <br />Begin Construction <br />Finish Construction <br />Staff proposes to bid projects separately, but to bid and award projects as close together as practical, which <br />generally allows for a better bidding environment for the City. <br />Notification: <br />Staff will send out project notification letters and hold public open house meetings for these improvement <br />project(s) in the fall / winter of 2026 once more information is known about the individual project(s). <br />Time Frame/Observations/Alternatives: <br />Observations: <br />Estimates are CIP level and will be updated during the design process. <br />Alternatives: <br />Motion to adopt Resolutions 26-116, 26-117, 26-118, 26-119, 26-120, 26-121, 26-122, and 26-123 ordering plans <br />and specifications for 2027 Pavement Management Program projects. <br />Funding Source: <br />Funding for these projects is proposed to be a combination of Pavement Management Funds, Municipal State Aid <br />Funds, Tax Increment Fund #2 and Storm Water Funds as identified in this case and within the current 2026 — <br />2035 Capital Improvement Program. <br />Recommendation: <br />On May 19, 2026 the Ramsey Public Works Committee recommended City Council order plans and <br />specifications for 2027 Pavement Management Program projects. <br />Staff recommends adopting Resolutions 26-116, 26-117, 26-118, 26-119, 26-120, 26-121, 26-122, and 26-123 <br />ordering plans and specifications for 2027 Pavement Management Program projects. <br />Outcome/Action: <br />Motion to adopt Resolutions 26-116, 26-117, 26-118, 26-119, 26-120, 26-121, 26-122, and 26-123 ordering plans <br />and specifications for 2027 Pavement Management Program projects. <br />
