CC Work Session <br />Meeting Date: <br />05/26/2026 <br />Primary Strategic Plan Initiative: Promote economic growth and development. <br />Information <br />Title: <br />2050 Comprehensive Plan Update <br />2. 1. <br />Purpose/Background: <br />Every ten years, city, county, and township jurisdictions in the seven -county metropolitan area are required to <br />update their Comprehensive Plans. These updates are all done at the same time to ensure consistency and <br />continuity across jurisdictional borders and levels. It is now time to start the process to prepare the 2050 <br />Comprehensive Plan. These Plans are due in years ending in 8 (2028) and are reviewed by the surrounding <br />jurisdictions and Metropolitan Council with the intent that they are placed in effect beginning in years ending in 0 <br />(2030). The Plans are 20-year documents and are the guiding land use and development policy for each <br />jurisdiction. <br />The Metropolitan Council is the regional organization that is charged with coordinating the plans. They start the <br />process by looking at big -picture regional growth trends. They prepare "system statements" for each community, <br />which are documents that allocate each community's share of the regional growth. Ramsey's system statement is <br />attached to this case and staff will discuss it at a high level. This evening, Staff will briefly review the <br />requirements with City Council; however, a greater in-depth discussion will happen at future meetings. Staff has <br />reviewed the document and does not have concerns with the requirements set forth by the Met Council. <br />The currently -adopted 2040 plan, in Staffs opinion, is a very good start. Staff is proposing to take the 2040 Plan <br />and update it with current data and make updates, as needed. There are portions of the 2040 Plan, however, that <br />will need in-depth discussion; mainly the Land Use and Housing sections. A few portions will need to be <br />prepared by consultants —traffic, sanitary sewer, and surface water management, though these portions are <br />dependent upon decisions made in the Land Use chapter. Those costs are reflected in Community Development's <br />2027 proposed budget through the increase of consulting fees needed to address the Comprehensive Plan <br />requirements. <br />This planning cycle, the Metropolitan Council provided a detailed checklist of all the items that we need to <br />address in our Plan(https://handbook.metrocouncil.ora/required-plan-elements/) <br />The 2040 Plan, appendices, and amendments can be found <br />here: https://www.citvoframsev.com/456/2040-Comprehensive-Plan-Update <br />Staff is looking for direction with the following items: <br />1. Council Involvement. How would the Council like to be involved with the various boards and commissions? <br />Should there be a joint kick-off meeting? Does City Council prefer to work on the document at City Council <br />work sessions or at another scheduled work session? Should the various boards and commissions just focus on <br />their own chapters with all Council members present or with just their appointed liaisons? These meetings will <br />likely be in the second half of 2026. <br />2. Public Engagement. There will be a required public hearing to collect resident input on the proposed changes <br />and staff recommends at least one open house where the public is invited to review the updates. Also, staff will <br />have some targeted discussions with large property owners to understand their wishes and timelines for their <br />
